137 <br />Permit can only be granted by Council, following approval by Planning Commission, <br />Mr, Rossman objected to the proposed amendments feeling that <br />it removes some of the protective features of the present <br />ordinance, <br />Mayor Bury gave assurance in response, that Council has discretionary power in the <br />application of the "P" designation, City Attorney at this point requested that the <br />record show the comments made during discussion of the first agenda item relative to <br />the matter presently being considered be deemed to apply to this item, <br />There being no communications or additional oral protest, the public hearing was <br />closed on motion of Councilman Petersen, seconded by Councilman Rosselli and carried, <br />Councilman Rosselli moved to introduce ordinance repealing Section 46,8 of Ordinance <br />No, 1130, the Zoning Ordinance, and amending sections of said ordinance, relating to <br />Planned Development Permits, seconded by Councilman Arnett, Councilman Arnett in- <br />dicated he felt that by the amendments, Council has not lost control as a governing <br />body, and that they will encourage effective planning and design. Motion carried, <br />Continued PUBLIC HFARING, Resolution of Intention of the Planning Commission to amend <br />Ordinance No, 1130, the Zoning Ordinance, to modify residential density standards in <br />multi -family districts, declared open and affidavits of publication ordered filed, <br />This hearing had also been continued as for the previous two items, <br />Planning Director presented a report on this proposed amendment, which pertained to <br />density in apartment house districts. He indicated there was apparently a misunder- <br />standing as to the effect of this proposal, that this would lower allowable density; <br />however, he advised the density would remain the same as in the present ordinance, <br />with one difference, the requirement for a Use Permit under certain conditions, He <br />noted that no other city in the Peninsula allows a higher density in apartment dis- <br />tricts than Redwood City, and it was felt the densities allowed are unreasonably <br />high,and results in decline of quality. The proposed amendments are intended to <br />continue to allow high density, but to screen out the "bad" high density, The Plan- <br />ning Commission recognized the need to accommodate increasing population, but felt <br />it should be under better control. A group of slides shown included graphs of the <br />City showing current allowable density in various districts and various densities, <br />and of comparison between density standards under policies of use permit vs. no use <br />permit, as well as several views illustrating good and poor examples of apartment <br />developments. Additional examples were given of the desirability of good planning <br />which makes possible pleasant surroundings while at the same time adapting to a large <br />population. He made the observation that it is necessary to consider quality of <br />residential environment, in anticipation of increasing numbers of people, which even- <br />tually will mean multiple residential units as a way of life. An illustration of <br />high-rise apartments was shown, separated by open -space areas, as an example of inge- <br />nuity in planning space usage, <br />
