<br />Councilman Henderson expressed concern also in the fact that the one-year extension
<br />previously approved had apparently gone beyond the expiration date.
<br />Mr. Charles Olivia, representing Challenge Developments, in-
<br />formed Council that at the beginning of last year, they did not
<br />anticipate the financing and sales problems that developed
<br />during the year, and although they were building fences at the
<br />time homes were constructed, there were a couple of exceptions.
<br />They then ran out of time, with some houses not being built,
<br />and are now in a position of defaulting on the bond or request-
<br />ing an extension. He gave assurance that they will proceed
<br />with the fencing as soon as soil conditions are such that it
<br />can be done, and the work is expected to be completed by the
<br />middle of summer.
<br />Councilman Rosselli defended the developers, indicating they had done much for the
<br />City. He felt the slowdown in business should be considered and that approving ex-
<br />tension of time should not create any problem. It was established in further dis-
<br />cussion that the extension would carry through to December 31, 1970. Motion carried,

<br />REPORT OF BID OPENING, Playground Equipment, Neighborhood Park 1/1, Redwood Shores. The
<br />following bids were received:
<br />Staff concurred with recommendation of Ribera & Sue, City's consultants, that award
<br />of contract be made to the low bidder, Bleily & Collishaw, Inc., with addition of
<br />Alternates 1, 21 4 and 5, totaling $12,991.00.
<br />Inclusion of Alternate 3 for installation of two timberform spring pads was not
<br />recommended, since the budgeted $13,400 for the project would be exceeded.

<br />FOR REDWOOD CITY GENERAL IMPROVEMENT DISTRICT N0, 1-64; AUTHORIZING EXECUTION OF CON-
<br />TRACT FOR SAID WORK; AND DIRECTING RETURN OF SECURITY DEPOSIT, seconded by Councilman
<br />Arnett and carried on roll call vote, Councilman Henderson voting no.
<br />ACCEPTANCE of Improvements, Irrigation System at Hawes Park, Hudson and Oak Avenue.
<br />Installation of the sprinkler system at Hawes Park was satisfactorily completed and
<br />Staff recommended acceptance, subject to the usual guarantees. Councilman Rosselli
<br />suggested that synthetic topping in the parks might cut down on maintenance, and Mayor
<br />Bury recommended referring the matter to the Park Superintendent for investigation.
