70 <br />Councilman Rosselli complimented Park and Recreation Commissioner James Knecht <br />for his fine efforts in the matter of the mini parks, Commissioner Knecht thanked <br />the Council, stating the parks are needed and it was hoped two additional parks <br />could be added by Spring. He added that it was gratifying to see how well these <br />small parks are used. Motion carried. <br />Councilman Henderson moved to adopt RESOLUTION N0, 6184 APPROVING AGREEMENT FOR THE <br />LEASING OF REAL PROPERTY FOR PARK PURPOSES IN THE VICINITY OF HANCOCK AND WILLOW <br />STREETS; AND AUTHORIZING EXECUTION OF A ONE YEAR LEASE AGREEMENT, WITH OPTIONS <br />OF RENEWAL, SECONDED by Councilman Arnett and carried on roll call vote, Mayor <br />Bury being noted absent. <br />Councilman Weymouth moved to adopt RESOLUTION NO, 6185 APPROVING AND AUTHORIZING AGREE- <br />MENT FOR RELINQUISHMENT OF ACCESS RIGHTS (PARCEL MAP NO, 69-5 - LESLIE PROPERTIES, <br />INC.), seconded by Councilman Arnett. <br />City Manager stated this procedure was the same as that followed in previous <br />Redwood Shores map procedures and this covers an emergency access requested by <br />the Fire Fighters. Motion carried on roll call vote, Mayor Bury being noted <br />absent. <br />Approval of Civil Denfense and Disaster• Organization Budget, Fiscal Year 1970-1971. <br />Budget was approved by the Area Disaster Council at its meeting of November 20, <br />1969, and member jurisdictions had been asked to approve their individual <br />contributions. <br />Councilman Rosselli expressed disapproval of the proposed payment of $50.00 <br />to committee members, believing the figure should be deleted, since expenses <br />are already reimbursed to members. Vice Mayor Petersen noted that Mayor Bury <br />had already indicated he would not present any claim for this purpose. Council <br />discussed this aspect and appeared generally to feel it was not necessary and <br />that contributions to this Civil Defense Council should be used entirely for the <br />organization and no portion to be paid as fees for attendance. Responding to <br />question concerning the increased budget, City Manager referred to his report, <br />in which it was explained this was due to salary increases and maintenance of <br />additional equipment and that the total budget was $145,372, and Redwood City's <br />contribution would amount to $1,787.92, less a minor reduction if payment for <br />meeting attendance was not approved. <br />While concern over payment for attendance was expressed and considered a reason <br />for deferring action for one week, others felt that each city could make its <br />own determination as to whether to participate in that provision. It was noted <br />that the fee was proposed in the hope that better attendance would be encouraged <br />than has been the case. <br />Councilman Rosselli moved to defer the matter for one week (to January 12, 1970) to allow <br />time to study County budget, seconded by Councilman Keckley. However, Councilman <br />Weymouth pointed out that this would require reproducing the required copies of <br />a bulky report, and it was suggested that a copy be made available in the City <br />Manager's office for review. Motion carried, Councilman Weymouth and Vice Mayor <br />Petersen voting no. (MINUTE ORDER # 70-4) <br />
