154 <br />ACCEPTANCE of Improvements, Jefferson Terrace Subdivision, All improvements had been <br />completed <br />to the <br />satisfaction of the <br />Department <br />of Public Works, and <br />required mainte- <br />nance bond <br />filed, <br />Staff recommended <br />acceptance. <br />Councilman Weymouth <br />moved to <br />accept the improvements, Jefferson Terrace Subdivision, seconded by Councilman <br />Rosselli and carried. (MINUTE ORDER #70-63) <br />Legislative Committee Report was presented by Councilman Henderson, Chairman, The Com- <br />mittee had met on March 17, 1970 to review matters before the State Legislature as <br />follows: <br />1. Motor Vehicle Taxes, Resolution No, 44-70 of the Council of City of Pacifica <br />urged opposition to State legislation expanding permitted uses of highway users' <br />gasoline taxes, had been referred to Legislative Committee for review. In the <br />Committee's report #70-1, recommendation was in favor of such expanded use of <br />those taxes, which recommendation was accepted by Council, and therefore not <br />consistent with the position of Pacifica. In addition, the Committee also re- <br />viewed letter from Assemblyman Foran urging support of ACA 38 and AB 729 pro- <br />viding for expanded uses of highway users' gas tax funds, and in addition, in the <br />Committee's report of March 3, 1970, "tentative approval" was indicated, with the <br />suggestion that evaluation of such bills and proposed amendments be made with the <br />view of recommending support of a particular measure or measures at appropriate <br />time. <br />2. Peace Officers' Safety Equipment, AB 317 would provide that State Legislature <br />make available to Department of Justice, for allocation by Commission on Peace <br />Officer Standards and Training to local agencies, funds sufficient to provide <br />safety equipment, and would also require establishment of optional minimum stand- <br />ards of compensation, retirement and other fringe benefits, and for distribution <br />of subventions to local agencies. The City of San Bruno opposes AB 317, and the <br />Committee concurs, as representing serious incursion into a municipal matter, <br />and therefore recommended opposition, The bill would, in effect, provide State <br />control over compensation of local peace officers. <br />3. Allocation of State Highway Construction Funds, AB 27 would provide that State <br />Highway funds for construction of state highways would be allocated 40% to <br />Northern counties and 60% to Southern counties, rather than 45% and 55%, respec- <br />tively. AB 1205 SB 85, and SB 38 would all provide that such funds be allocated <br />as the California Highway Commission shall provide. The Committee recommended <br />opposition to all the foregoing bills as not in the best interests of the City, <br />and not being responsive to actual highway construction requirements. <br />4. Lease Purchases, AB 350 would provide for State regulation of lease -purchase <br />agreements by local agencies, and establish a commission for review of such <br />agreements, without whose approval such lease -purchase agreement would be void. <br />Committee strongly recommended opposition since it concerns a municipal matter <br />and would adversely affect freedom to contract of local agencies. <br />
