<br /> appreciation for their community service to retiring Commission members Mrs . Ann
<br /> Gooding , of the Park and Recreation Commission, and to Jack Weare , retiring
<br /> member of Veterans Memorial Commission .
<br /> Loyalty Oaths administered and Certificates of Appointment presented to Mrs . Edith
<br /> Slack and Floyd D . Granger as members of the Veterans Memorial Commission .
<br /> PUBLIC HEARING , Resolution of Intention to annex , LAUREL WAY ANNEXATION, declared
<br /> open and affidavits of publication and mailing ordered filed .
<br /> It was noted Council had previously adopted the Resolution of Intention to annex
<br /> this area after approval by the LAFC , comprising 27 parcels of which 19 parcels
<br /> had applied for annexation, representing 55 . 9% of the total assessed valulation
<br /> of land and improvements . City Clerk reported that since preparation of the
<br /> Agenda for this meeting, written protests against the annexation had been filed
<br /> by the following :
<br /> Henry and Angela M . Miller, 622 Vista Drive , owners of
<br /> Portion of Lot 5 , Block 29 , Oak Knoll Manor , in the
<br /> proposed annexation .
<br /> William A . and Charlene R . Holtman, 3765 Laurel Way ,
<br /> owners of Lot 6 , Block 17 , Highlands of Emerald Lake
<br /> Subdivision 1 , and a portion of Lot 5 , Block 17 , High-
<br /> lands of Emerald Lake Subdivision 1 .
<br /> George N . and June Meredith , 3726 Laurel Way , owners
<br /> of Lot 19 , 20 and 1/2 of Lot 21 , Block 8 , Highlands of
<br /> Emerald Lake Subdivision 1 .
<br /> Raymond J . and Jane E . Pflug , 3769 Laurel Way, owners

<br /> City Clerk advised that out of a total assessed value of 828, 665 of property
<br /> in this proposed annexation , protests represented 61 . 66% of the total„
<br /> City Attorney advised that if these written protests , representing in excess of
<br /> 50% of the total assessed valuation of the proposed annexation, were still on
<br /> file at the close of this hearing , Council must terminate the proceeding and
<br /> property involved could not be subject to further proceedings for annexation
<br /> for a period of one year from date of termination of this proceeding , It was
<br /> reported one of the protestants had also been one of the applicants for this
<br /> annexation , and that other protestants were owners of residences within the
<br /> territory proposed for annexation and as value of improvements must be counted ,
<br /> percentage resulted in majority protest to the annexation .
<br /> As a result of legal opinion stating Council ' s action on this matter in view
<br /> of a majority protest , Councilman Petersen moved to close the public hearing ,
<br /> seconded by Councilman Rosselli . Motion withdrawn by request , in order to permit
