3 2 (l <br /> Councilman Rosselli moved to adopt RESOLUTION NO , 5977 ESTABLISHING RULES AND REGULATIONS <br /> RELATING TO THE OPERATION OF THE REDWOOD CITY TRANSIT SYSTEM, seconded by Council - <br /> man Keckley . <br /> On question , Councilman Henderson moved to amend the resolution by deleting Items <br /> ( a ) through (u ) in Section 3 , seconded by Councilman Arnett . Councilman Petersen <br /> advised he would prefer proposed Resolution establishing these rules and regula- <br /> tions not be adopted at all if such a deletion is made . Councilman Arnett felt <br /> point well taken and withdrew his second to the amendment , but still expressed <br /> his concerns on certain of the prohibitions and the discretion which was left to <br /> the bus operators , which would not enable him to support the Resolution as it was <br /> submitted . Councilman Henderson withdrew her amendment motion and offered sug- <br /> gestion that this be referred back to Committee for a further review and revision <br /> in view of the discussion . Motion thereafter carried on roll call vote , Council - <br /> men Arnett and Henderson voting no , Councilmen Keckley , Petersen , Rosselli , <br /> Weymouth , and Mayor Bury voting yes , <br /> Mayor Bury called a five -minute recess at 10 : 35 p . m . <br /> Support of Bay Conservation and Development Commission requested by Mayor Bury for <br /> Council action as Council had by previous action historically supported controls <br /> of bay fill and development and that this Commission had performed a worthwhile <br /> function and would be needed in the future . <br /> Mayor Bury stated City ' s Chamber of Commerce had been one of the first organizations <br /> to endorse this type of control , that he had received numerous requests from citizens <br /> themselves asking for Council ' s support . He asked that Vice Mayor Petersen preside <br /> in order that he might offer the proposed resolution and thereafter moved to adopt <br /> RESOLUTION NO . 5978 ENDORSING THE SAN FRANCISCO BAY CONSERVATION AND DEVELOPMENT <br /> COMMISSION AND URGING SUPPORT OF ITS GOALS , seconded by Councilman Keckley , <br /> Councilman Keckley also suggested that resolution include support of SB 347 ( Petris <br /> bill ) backing up the BCDC concept . Councilman Henderson advised Council had al - <br /> ready taken action in support of SB 117 recommended by the Legislative Committee <br /> to extend time limit for expiration of BCDC so this proposed action would not pre- <br /> clude support cf future proposed legislation relating to this subject . Councilman <br /> Henderson also suggested this resolution , if passed , should be sent to author and <br /> to the Governor , urging its immediate passage . <br /> Further discussion held concerning whether resolution should be amended to include <br /> other references , Mayor Bury indicating his preference that resolution be adopted <br /> as submitted , merely supporting continuance of BCDC and endorsing its aims and pur- <br /> poses . Motion carried on roll call vote . <br /> Name of " Charles T . Zimmerman Field " approved as recommended by the Park and Recreation <br /> Commission for the Model Airplane Field , on motion of Councilman Rosselli , seconded <br /> by Councilman Arnett and carried on roll call vote ( MINUTE ORDER #69-85 ) . <br /> Councilman Weymouth moved to adopt ORDINANCE NO , 1400 , AMENDING SECTION 3 . 147 OF THE <br /> CODE OF THE CITY OF REDWOOD CITY, RELATING TO EXTENSION OF TIME PERIOD FOR REMOVAL <br /> OF NONCONFORMING SIGNS AND THE PROCEDURE FOR OBTAINING APPROVAL THEREFOR , seconded <br /> by Councilman Arnett and carried on roll call vote . <br /> ACCOUNT PAYABLE forpayment of engineering services to Jenks & Adamson in sum of $27 , 750 <br /> in connection with the Strategic Consolidation Sewerage Plan ( SCSP ) as requested by <br /> Iry sets <br />
