Mayor Bury called the meeting to order at 7 : 38 P . M . ON ROLL CALL the following were noted present : Councilmen Dixon Arnett , Mary W . Henderson , Paul C . Keckley , Herbert G . Petersen , John S , Rosselli , Ray A . Weymouth , Mayor Robert H . Bury , and City Clerk Helen C . Moore . Also noted present were City Manager Howard C . Ullrich , Assistant City Manager Henry V . Burget , and Auditor- Accountant Jack Ference . Mayor Bury stated the City Attorney had been excused from attending the meeting , but would be available if needed , At the request of the Council , the City Manager reviewed the new format used in pre - paring the new 1969- 1970 Budget .
