0 <br /> The 7% anticipated increase in assessed valuation was reviewed , as was the 4% de - <br /> linquency factor . There was discussion and questions concerning the anticipated <br /> revenue , particularly the proposed admissions tax and a possible utilities tax . <br /> The City Manager was requested to submit figures showing the possible receipts <br /> from a local utilities tax ( Memo 5/9/69 ) <br /> After discussion of in lieu taxes from Water and Sewer Department , and the lack of <br /> any such revenue from the Port , the Mayor stated he would discuss with the Port <br /> Commission a possible contribution to the General Fund of the City ( Memo5/9/69 ) <br /> The Council then reviewed the proposed City Council Budget , discussing at some <br /> length the recommended change to a per diem allowance for expenses . On motion <br /> of Councilman Petersen , seconded by Councilman Arnett , the Council ' s Budget was <br /> approved as submitted ( MINUTE ORDER #69-87 ) <br /> Councilman Rosselli moved to adjourn , seconded by Councilman Petersen and carried , <br /> Meeting adjourned at 9 : 10 P . Louis Scherer , Planning Director Ken Schroeter and <br /> Deputy City Clerk Marian McCrindle . <br /> Councilman Weymouth moved to approve Minutes of Regular Meeting of May 5 , 1969, and <br /> Minutes of Adjourned Regular Meeting of May 8 , 1969 ( Community Activities Building ) <br /> as mailed , seconded by Councilman Arnett and carried . <br /> Status Report , South County Disposal District . <br /> Mr . Sidney D . Herkner , Council ' s representative to this District , reviewed how Dis - <br /> trict started about 12 years ago operating on a disposal area on Marsh Road near <br /> Menlo Park . Menlo Park annexed the area about three years later , and also joined <br /> theDistrict , which has been operating under a Use Permit granted by the Menlo Park <br /> City Council . He related , however , about three months ago Menlo Park decided to <br /> cancel the Use Permit , although District felt this operation should continued , and <br /> District ' s attorney advised no reason existed to cancel the permit . <br /> Board of Directors of the District appointed an mad hoc " committee composed of <br /> County Manager , and City Managers of Menlo Park and Belmont , and himself to present <br /> a proposal which would satisfy interests of all concerned . He advised draft copy <br /> of this Committee ' s recommendations now ready for presentation to the Board of <br /> Director ' s of the District and reviewed for Council ' s benefit the recommendations , <br /> MAY 12 <br />
