He also stated time schedule critical because of the length of time <br /> needed for PG & E to relocate the lines and the undergrounding of other facilities <br /> to be done and lengthy delays would prolong the project up to the rainy season . <br /> Councilman Henderson expressed her unwillingness to support improvement plans <br /> without undergrounding power lines , as it will never be accomplished any easier . <br /> Director of Public Works advised undergrounding costs had been discussed , but would <br /> have been almost equal to construction costs . Motion carried on roll call vote , <br /> Councilman Henderson voting no . <br /> Proposed Sewer and Water Rates GID i -64 . <br /> City Manager stated besides the proposed Ordinances establishing sewer and water <br /> rates for this District having been submitted to Council previously for study , Mr . <br /> Reiter and Mr . Kubelbeck , of DMJM, were present to discuss how these charges related <br /> to the feasibility Study and further details of the economic rationale . <br /> Mr . Reiter stated rates in the proposed Ordinance submitted <br /> are consistent with the ones proposed in the Feasibility <br /> Study from /z years ago ; how pursuant to this Study and after <br /> meetings held with DMJM Staff and City Staff to set rates and <br /> administrative procedures , rates proposed suit exactly what <br /> was intended ; that rates are deemed to be reasonable as com- <br /> pared to what other cities have set , not being the lowest or <br /> the highest , but in the middle of the top three charges . <br /> Mr . Kubelbeck reviewed in detail the rationale for setting.. of <br /> water and sewer charges and disposition stating basic concept <br /> of these charges completely different than in most cases , be - <br /> cause of unique set of circumstances of the District . He advised after a pat - <br /> tern of policies have been set by Council , the recommendation to make the approval <br /> administrative , may be resubmitted , <br /> City Attorney asked that Mr . Kubelbeck ' s report on the rationale for establishing <br /> rates for the District be considered a part of the official records of the City as <br /> evidence sustaining these rates . Copies of the report were requested for Council <br /> distribution also .
