<br /> ON ROLL CALL the following were noted present : Councilmen Dixon Arnett , Mary W . Henderson ,
<br /> Paul C . Keckley , Herbert G . Petersen , John S . Rosselli , Ray A . Weymouth , Mayor Robert
<br /> H . Bury , and City Clerk Helen C . Moore . Also noted present were City Manager Howard
<br /> C . Ullrich , City Attorney David E . Schricker , Assistant City Manager Henry V . Burget ,
<br /> Fire Chief J . L . Lodi , Police Captain George Bold , Planning Director Ken Schroeter ,
<br /> Director of Public Works J . Louis Scherer , Auditor-Accountant Jack Ference , and
<br /> Deputy City Clerk Marian McCrindle .
<br /> Councilman Keckley moved to approve Minutes of Regular Meeting of May 12 , 1969 , and Min -
<br /> utes of Adjourned Regular Meeting of May 15 , 1969 , ( Community Activities Building )
<br /> as mailed , seconded by Councilman Arnett and carried .
<br /> PUBLIC HEARING , Resolution of Intention of the Planning Commission to amend the Zoning
<br /> Map to prezone to "R - 1 -7 " ( Residential -Single -Family 7 , 000 sq , ft . minimum building
<br /> site area ( District , unincorporated property known as " LAKEVIEW WAY ANNEXATION NO . 2 " ,
<br /> bounded by Jefferson Avenue , East Lake Way , Lakeview Way, Lakemead Way , Woodland Way ,
<br /> and Hamilton Way , declared open and affidavits of publication and mailing ordered
<br /> filed .
<br /> Report of the Planning Commission read in which it was stated that after a public
<br /> hearing Commission had voted unanimously to recommend that this unincorporated area
<br /> be prezoned to R - 1 -7 District . Report of the Planning Staff read advising area
<br /> consisted of approximately 5 . 7 acres , including street , area , and contained 20 lots
<br /> in 18 ownerships , single -family dwellings occupying 10 of the lots and others present -
<br /> ly under construction in the area ; lot sizes ranging from around 6 , 000 to over 12 , 000
<br /> sq . ft , on a rolling terrain varying from slight to moderate grade . It was further
<br /> noted that any zoning category applied to this land would not affect the development
<br /> because it was already fully subdivided , but if area zoned " R- 1 - 7 " one lot would be
<br /> non -conforming , and if zoned 1IRH " , 16 lots would be nonconforming , but in either case
<br /> would be all legal building sites .
<br /> Staff recommended the hillside residential zoning category of "RH " (Residential - -�
<br /> Hillside ) District be applied to this area , which is consistent with Staff ' s re -
<br /> commendation that all outlying areas in the hilly part of the City be zoned "RH " .
<br /> Communication received this date from :
<br /> County Public Health Engineer , Henry F . Eich , advising
<br /> the County Department of Public Health and Welfare had
<br /> no objection to prezoning or annexation of this area ,
<br /> provided it was clearly understood that no individual
<br /> sewage disposal system will be allowed , and that the
<br /> area be sewered before future building permits are ap -
<br /> proved , noting in addition , this was consistent with their
<br /> recommendation to the LAFC that the area be sewered when
<br /> it is annexed ,
