341 0 <br /> Motion carried on roll call vote . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 5992 APPROVING PLANS AND SPECIFICATIONS <br /> FOR BOILER REPLACEMENT FOR REDWOOD CITY CITY HALL AND MAIN LIBRARY BUILDING ; AND <br /> AUTHORIZING CITY CTERK TO CALL FOR BIDS THEREFOR , seconded by Councilman Keckley . <br /> Staff reported plans and specifications have been prepared by Hector Aiken , Mechanical <br /> Engineer, for boiler replacement as provided in the 1968 - 69 Budget , estimated cost <br /> $25 , 750 . Council questioned whether this boiler could be used in the new City Hall <br /> complex , if completed within five years . City Manager advised present replacement <br /> could not be delayed any longer as had been ordered for replacement by State Inspectors <br /> and City ' s insurance carrier , but in all probability could be sold for salvage , as <br /> it would be inadequate for the new City Hall complex . <br /> In reply to question as to new legislation which was supposed to have become effect - <br /> ive eliminating publication of wage scales , in printing of calls for bids , City <br /> Manager advised such deletions not in effect until July 1st of this year . Motion <br /> carried on roll cal ]. vote . <br /> CHANGE ORDERS , GID 1 -- 64 Project : ( a ) Marine World Parkway Lighting ; ( b ) Ralston ( Marine <br /> World ) Parkway Landscaping , approved on motion of Councilman Keckley , seconded by <br /> Councilman Petersen . <br /> Staff report advised this Change Order represents extra work needed to complete the <br /> lighting project and amounted to $ 3 , 888 . 07 . City Manager advised change order for <br /> Ralston ( Marine World ) Parkway Landscaping involved additional improvements to pre - <br /> vent back flow of waters and for surfacing walks for better maintenance and 6601 <br /> of subdrain pipe , exchange of two types of soil conditioners , etc . <br /> In reply to questions as to electrolier design , City Manager advised the change <br /> ordered concerned only the parkway electroliers . Motion carried , Councilman Henderson <br /> voting no . ( MINUTE ORDER #69 = - 97 ) <br /> Councilman Keckley moved to introduce Ordinance amending Sections 2 . 27 , 2 . 27 . 2 , and 2 . 27 . 5 <br /> of the Code of the City of Redwood City , relating to approval of , rates of reimburse - <br /> ment for , and accounting for , Council Member expenses , seconded by Councilman Petersen . <br /> Councilman Keckley stated revised ordinance as submitted to Council for review had <br /> been recommendation of the Ordinance Review Committee after numerous meetings in <br /> order to streamline the many details of the present Ordinance through a per diem type <br /> of expenditure schedule , based on a prior Council approval which would provide $ 50 . 00 <br /> per day for all incidentals , except transportation , with no accounting to City neces - <br /> sary . He explained that mileage had been increased to a round trip total of 300 <br /> miles ; trips in excess of 300 miles would be reimbursed not to exceed air coach <br /> fare . <br /> Councilman Arnett discussed amount of per diem expenses in comparison to other agencies , <br /> detailing his own research on prevailing hotel rates , and other expense details sug- <br /> gested a maximum per diem of S40 to $45 instead of the 650 recommended . <br /> Mayor Bury pointed out Ordinance establishing Council member expense rules and regu - <br /> lations had been self - imposed by Council and revisions now proposed in order to re- <br /> solve in a more logical manner Council ' s reporting on such items , which he felt to be <br /> i 19t <br />
