<br /> it is necessary to apportion payments of bond debt service in proportion to the amount
<br /> of bond proceeds expended on water and sewer facilities .
<br /> Mayor Bury asked for a review of the water and sewer rate charges now proposed for
<br /> Redwood Shores , and rationale which had been submitted by Mr . Kubelbeck , to make
<br /> certain any surplus revenue from water and sewer will not be used for any purposes
<br /> other than maintenance and operation and bond service .
<br /> James Reiter , of DMJM, described from charts how rationale
<br /> applied and rates designed to amortize the amount of the
<br /> debt service of the facilities bonds by about 25% .
<br /> City Attorney stated his understanding of statement being made was that 25% to be
<br /> applied to facility bonds represented the estimated expenditures for water and
<br /> sewer facilities .
<br /> Mr . Reiter stated rates had been studied in the Feasibility
<br /> Report with recommendation that after allowance for mainten -
<br /> ance and operation , net to be used for bond service in the
<br /> amounts approximately shown on the chart .
<br /> Councilman Arnett indicated statement imposed two limitations , that charges should
<br /> not exceed aggregate costs over project life ; can ' t exceed competitive rates in the
<br /> region .
<br /> Mayor Bury stated he felt it was now understood that rates had been set that were
<br /> compatible with Council ' s intent , and there will not be a surplus in any given year
<br /> used to reduce the obligation of the developer in ad valorem tax .
<br /> After further discussion and questioning for clarification , motion carried on roll
<br /> call vote , Councilman Henderson voting no .
