357 <br /> construction status of Redwood Shores , and that Dr . A . G . Auble , of DMJM, would make <br /> a preliminary progress report on study which had commenced on " low cost housing " <br /> development possibilities for the area , which Council had requested be researched . <br /> He advised of the Committee that had been set up comprising City Staff and Consult - <br /> ants , who would continue to work on this subject and report back . <br /> Mr . Caryl reviewed the progress of the project , which included <br /> the near completion of the Ralston Avenue interchange off ramps <br /> by the State Division of Highways , additional parking area faci- <br /> lities which had been completed by Marine World , final design <br /> stages of the Twin Dolphin Parkway submitted to the City Staff <br /> for final checking , Leslie Properties completion of parking area <br /> at sales pavilion and proceeding withthe landscaping of the area , <br /> construction under way for undergrounding of utilities in Dolphin <br /> Subdivision #1 , Unit #1 Subdivision townhouses under construction , <br /> as well as most R - i housing , neighborhood park area in center of <br /> this unit about 40% completed , grading completed for Marlin Sub - <br /> division #2 , and improvement plans now in checking stage by City <br /> Staff , Marlin Subdivision #1 processed and ready for Council ' s <br /> consideration at the next meeting . <br /> He also reported on site preparation taking place in the area of <br /> the Press Wireless and of the additional fill on the levees out to <br /> the National Broadcasting site . In replying to questions on future <br /> of these sites , he advised it was not known at this time what the <br /> future disposition would be . <br /> Mr . Reiter advised of the meeting which had been held this date with <br /> Consultants , Stone & Youngberg , for reviewing the galley proof draft <br /> of the " D " bond prospectus and it was hoped printed copies could be <br /> presented to Council in about a week . <br /> He also reported on the meetings which had been held to research the <br /> low cost housing possibilities for Redwood Shores and assured Council <br /> a continuing effort will be made for this aspect of development . <br /> City Manager noted two bond issues to be voted on in Belmont tomorrow , one being the sew - <br /> erage improvement bonds relating to SCSP and a park and recreation issue . <br /> Dr . Auble reviewed the statistics available for low cost housing <br /> for Redwood Shores area , indicating the rise in construction <br /> costs of some 30% in last four years ; reviewed the leasing program <br /> of the San Mateo County Housing Authority for furnishing housing <br /> to low income families meeting certain qualifications and of the <br /> backlog of applicants ; liberalization of the FHA insurance program <br /> for mobile home parks ; statistics gathered from reports of the <br /> Northern California Real Estate Report indicating rise in costs . <br /> He stated that all in all , with the price of land going up steadily , <br /> interest rates and construction costs , future not too promising for <br /> low cost housing until some subsidy system is developed . <br /> City Manager reported on two pieces of legislation which were to be considered in <br /> Sacramento which might have an effect on this subject , and which would be watched as <br /> to their outcome . Council noted highlights from statistics presented indicating the <br /> tremendous need apparent for low cost housing but of the entirely new concepts which <br /> would be required to implement such development , and appreciation for the step taken <br /> to continue research for this possibility of developing a balanced mixed community . <br /> Councilman Henderson questioned whether any progress had been made to anchor hot water <br /> heaters in the housing construction as had been recommended in the Seismic Report <br /> and whether any attempt had been made requiring installation of heat and smoke detec - <br /> tion systems as had been suggested by the Fire Chief . City Manager advised this <br /> subject had been reviewed at several Staff meetings with consultants and of the divi - <br /> sion at Staff level whether these precautions constituted a prime recommendation or <br /> merely a suggestion for improvement of an existing situation which would apply to all <br /> portions of the City . He advised it had been feeling of Staff that it might be re - <br /> latively simple to devise some means of securing heaters to the walls , something <br />
