City Clerk reported on the number of communications which had been received from individuals and groups favoring the establishment of this Wildlife Refuge in South San Francisco Bay and urging Council ' s endorsement , together with the statement filed by Coleman C . Johnson , President , Leslie Properties , Inc . , reciting the in- volvement of their property and salt operation in this plan and urging Council to withhold its approval pending a searching , professional feasibility study of the entire plan to evaluate its economic , as well as its ecological and recreational aspects . Councilman Henderson reported on the 22 letters which had been had delivered to her from students at the Roy Cloud School all favoring this Refuge Plan , Mayor Bury also noted the number of communications which he had received on this subject be - T _ sides a note from the Green Foothills organization indicating their desire to be heard on this subject . City Manager advised of the several Staff meetings which had been held with re - presentatives of groups urging establishment of this Refuge and placed on Council ' s agenda this evening for a full presentation at the request of the several Council members who had also attended these meetings in order that full Council might be made aware of facts firsthand . The following representatives appeared to present their views in favor of the es - tablishment of this Wildlife Refuge , together with photo slides being shown depict - ing the wildlife present in the area proposed for such a Refuge : Mrs . Maryanne Danielson , County Naturalist Dr . James Heath , Professor at San Jose State . Council questioned possibility of observatory areas being made available to general public if Refuge created ; possible compatibility of recreation areas adjoining wildlife sanctuary , such as golf course , suggested for this area ; possibility to change habit patterns of wildlife , inasmuch as topography of land in this area had been subject to change in the past by filling operations , etc .
