Motion carried on roll call vote , Councilmen Petersen and Rosselli <br /> being noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6010 ESTABLISHING AND DECLARING DE - <br /> SIGNATED ENTRANCES TO DESIGNATED INTERSECTIONS TO BE STOP ENTRANCES , seconded by <br /> Councilman Keckley . <br /> It was noted this would cause Leahy Street to be a Stop Entrance at Oakwood Drive , <br /> and Murray Court to be a Stop Entrance at Central Avenue . Motion carried on roll <br /> call vote , Councilmen Petersen and Rosselli being noted absent . <br /> Councilman Arnett moved to adopt RESOLUTION NO , 6011 APPROPRIATING $ 1 , 950 FROM UNAPPRO - <br /> PRIATED BALANCE OF SALES TAX CAPITAL EXPENDITURE FUND TO PROVIDE FOR PURCHASE OF <br /> PORTABLE BLEACHERS , seconded by Councilman Henderson , and carried on roll call <br /> vote , Councilmen Petersen and Rosselli being noted absent , <br /> Councilman Henderson moved to continue consideration of Ordinance amending " Closing Out <br /> Sale " Ordinance for one week , since proposed ordinance had not been submitted for <br /> Council ' s review until this meeting , besides it being better to await such action <br /> until a full Council present next week , seconded by Councilman Keckley and carried <br /> ( MINUTE ORDER #69- 113 ) . <br /> Recommendation of Nominating Committee for Citizens Advisory Board to expand the Citizens <br /> Advisory Board from 15 to 17 members , which will also in effect reduce the number <br /> of committees on which the Council and Planning Commission representatives serve . <br /> The following candidates were submitted for ratification : Charles Randlett , Arthur <br /> Reisinger and William Downs . Councilman Keckley moved to accept recommendation of <br /> Nominating Committee , seconded by Councilman Arnett and carried ( MINUTE ORDER #69- 114 ) , <br /> Legislative Committee Report and recommmendations submitted previously to Council sum- <br /> marized as follows : (For full text see City Clerk ' s file - Legislative Committee ) <br /> A .B . 1356 relating to proposal that public employer-employee relations law apply <br /> to fire fighters employed by public agencies , other than State , Committee re - <br /> commends no action . <br /> S .S . 495 proposing that recordings be made of any meetings ( excluding executive <br /> sessions ) of city councils or planning commissions which may affect personal or <br /> property rights of any person and maintained as public records for a minimum of 10 <br /> years . Committee recommends opposition as felt method of maintaining records more <br /> of a local concern , reliability of tapes as permanent records not completely proven , <br /> and noted bill excludes the State Legislature . <br /> S .D . 1178 proposing to expand the membership of LAFC from 5 to 7 members where <br /> counties have two or more special districts which have elected boards , additional <br /> members to include two representatives from special districts . Committee concurs <br /> with League of California Cities in recommending opposition . <br /> S .B . 1414 proposing legislation which covers specific employment conditions of <br /> policemen , i . e . , hours of work per year , salary scales , mandatory escalation paid <br /> vacation periods , etc . Recommended for opposition as represents a wholesale ex - <br /> clusion from local control of basic terms of employment of one class of employees <br /> without justification , would impose intolerable and uncontrollable financial burdens <br /> upon the municipality , etc . <br /> The following proposed constitutional amendments and bills relating to building and <br /> construction matters referred to the Committee by City Manager at the request of the <br /> AN 9 '69 <br />
