A . 10 to repeal Article 34 of California Constitution which requires approval <br /> of low rent housing projects by a majority of the qualified electors of the City . <br /> Recommend opposition because believe electorate should have right to vote on matters <br /> of the financial magnitude generally associated with such projects . <br /> A . C . A 40 would empower the Legislature to authorize county boards of supervisors to <br /> exempt from property taxation improvements to existing dwellings to bring them up <br /> to building code standards , subject to limitations on the amount and duration of <br /> such exemptions . Recommend approval , subject to approval being made on the condi- <br /> tion that the implementing legislation provide that the appropriate local agency <br /> official certify the justification of such exemption . <br /> S .B . 819 to create the California Residential Building Board of Trustees with <br /> powers of advertisement and promotion of the production and improvement of resident - <br /> ial housing and levying of assessments to finance its operations . Committee recom- <br /> mends opposition , consistent with recommendation for similar legislation introduced <br /> last year . <br /> A .B . 1971 provides for exclusive State regulation and control of prefabricated and <br /> modular housing . Committee recommendation will be submitted when further informa- <br /> tion becomes available . <br /> Councilman Henderson moved that Council accept report and recommendations of Com- <br /> mittee and authorize implementation thereof , seconded by Councilman Keckley and <br /> carried . ( MINUTE ORDER #69- 116 ) <br /> ABAG proposals to be presented at General Assembly on June 11 , 1969 , Councilman <br /> Henderson advised two items dealing with regional organization in the Bay area to <br /> be considered at this special meeting : ( 1 ) Proposal for Regional Home Rule Agency ; <br /> ( 2 ) Policy statement regarding conservation and development of the bay and its <br /> shoreline , copies of which had been submitted to Council previously , and that support <br /> of these proposals is required if on the question of regional government for the <br /> Bay area . She noted , however , that neither she , as Council ' s representative to ABAG, <br /> nor Councilman Keckley , as Alternate representative , would be able to attend and <br /> that Council should appoint another Council member to attend to represent the City <br /> on these proposals .
