3135 of the Chief Building Official : S . C . A . 10 to repeal Article 34 of California Constitution which requires approval of low rent housing projects by a majority of the qualified electors of the City . Recommend opposition because believe electorate should have right to vote on matters of the financial magnitude generally associated with such projects . A . C . A 40 would empower the Legislature to authorize county boards of supervisors to exempt from property taxation improvements to existing dwellings to bring them up to building code standards , subject to limitations on the amount and duration of such exemptions . Recommend approval , subject to approval being made on the condi- tion that the implementing legislation provide that the appropriate local agency official certify the justification of such exemption . S .B . 819 to create the California Residential Building Board of Trustees with powers of advertisement and promotion of the production and improvement of resident - ial housing and levying of assessments to finance its operations . Committee recom- mends opposition , consistent with recommendation for similar legislation introduced last year . A .B . 1971 provides for exclusive State regulation and control of prefabricated and modular housing . Committee recommendation will be submitted when further informa- tion becomes available . Councilman Henderson moved that Council accept report and recommendations of Com- mittee and authorize implementation thereof , seconded by Councilman Keckley and carried . ( MINUTE ORDER #69- 116 ) ABAG proposals to be presented at General Assembly on June 11 , 1969 , Councilman Henderson advised two items dealing with regional organization in the Bay area to be considered at this special meeting : ( 1 ) Proposal for Regional Home Rule Agency ; ( 2 ) Policy statement regarding conservation and development of the bay and its shoreline , copies of which had been submitted to Council previously , and that support of these proposals is required if on the question of regional government for the Bay area . She noted , however , that neither she , as Council ' s representative to ABAG, nor Councilman Keckley , as Alternate representative , would be able to attend and that Council should appoint another Council member to attend to represent the City on these proposals . Mayor Bury advised he had previously asked Councilman Arnett to represent the City at this meeting and would suggest that Council in accepting the recommendation also authorize this special representation . Councilman Henderson moved to adopt ORDINANCE NO , 1130 . 98 AMENDING SECTIONS 4 . 4 , 5 , 4 , 6 . 7 , 7 . 7 , 8 . 7 , 9 . 7 , and 10 , 7 OF ORDINANCE NO , 1130 , THE REDWOOD CITY ZONING ORDINANCE , RELATING TO CONDITIONAL USES AND LOT WIDTH, seconded by Councilman Weymouth and carried on roll call vote , Councilmen Petersen and Rosselli being noted absent , Councilman Weymouth moved to adopt ORDINANCE NO , 1406 AMENDING SECTION 43 OF ORDINANCE NO , 1382 , THE SALARY ORDINANCE OF THE CITY OF REDWOOD CITY , RELATING TO MONTHLY AND HOURLY RATES , seconded by Councilman Keckley and carried on roll call vote , Council - men Petersen and Rosselli being noted absent . Councilman Keckley moved to adopt ORDINANCE NO , 1407 , REPEALING ORDINANCE NO , 1369 , AND AMENDING SECTION FIVE OF ORDINANCE NO , 1359 RELATING TO CLASSIFICATION OF BUSINESSES WITHIN DOWNTOWN PARKING AND BUSINESS IMPROVEMENT AREA NO , 1 , seconded by Councilman Arnett and carried on roll call vote , Councilmen Petersen and Rosselli being noted absent .
