ACCOUNTS PAYABLE , Nos , 72215 to 72409 , inclusive , totaling $485 , 865 . 73 , approved on motion of Councilman Keckley , seconded by Councilman Arnett and carried . COMMUNICATIONS : Six ( 6 ) communications on subject of Wildlife Refuge ( copies submitted to Council ) . Communication from County Engineer regarding PUC hearing to be held on June 17th to consider water rate increases and advising of the action taken by the County in opposition and requesting Council take similar action . ( Copy submitted to Council ) . Mayor Bury reminded Council had previously taken action on this subject in adopt - ing a resolution addressed to the PUC urging a delay on this rate increase and asked that City Manager respond to theCounty Engineer to this effect . ( Memo 6/10/69 ) Mayor Bury advised that he would not be able to attend the Council of Mayors in Pittsburg as anticipated , but thanked Council for the opportunity which had been offered . Also noted present were City Manager Howard C . Ullrich , City Attorney David E . Schricker , Assistant City Manager Henry V . Burget , Police Chief John R . McDonald , Acting Deputy Police Chief Joel Mansfield , Director of Pub - lic Works J . Louis Scherer , Planning Director Ken Schroeter , Auditor-Accountant Jack Ference , Chief Building Official Charles Gyselbrecht , and Deputy City Clerk Marian McCrindle . Councilman Keckley moved to approve Minutes of Regular Meeting of June 9 , 1969 , as cor- rected ( Progress Report on " low cost housing " development instead of " low rental housing " and appropriation Resolution No . 6011 to denote carried on a roll vote , Councilmen Petersen and Rosselli noted absent ) , seconded by Councilman Arnett and carried . City Manager introduced new Police Chief John R . McDonald . Mayor Bury , on behalf of Council , expressed appreciation to Acting Deputy Police Chief Joel Mansfield for the splendid performance of his duties during this interim period of changing Police Department personnel .
