36t. .! <br /> It was noted this public hearing was continued from last week ' s Council Agenda <br /> without being opened , so that entire Council might be present . Report of the Plan- <br /> ning Commission read in which it was noted that after a public hearing , Commission <br /> had voted four to one , two Commissioners being absent , against the rezoning being <br /> granted . <br /> Staff report read stating site is presently vacant , being approximately one acre <br /> in size , with several large oak trees on the site ; adjacent to the YMCA ; noted <br /> considerations which had been given in the past for either YMCA expansion or City <br /> acquisition for future quasi -public or public uses for this site , which is irregul - <br /> ar in shape and larger in size than most of the surrounding properties . It was <br /> further noted property is surrounded on three sides by "R -2 " duplex zoning , with <br /> zoning across from the site on Hudson being 't - 3 " District and with R -4 zoning <br /> also being approximately 300 feet in distance from the site in the same area . YMCA <br /> site zoning was in multiple family district until 1964 when the new Ordinance be - <br /> came effective for "R -2 " zoning . <br /> Communications were reported from the following : <br /> Communications from YMCA , dated June 5 , 1969 , expressing <br /> opposition of members of the Board of Directors to re - <br /> zoning this property for higher density in an already <br /> crowded area , and increasing parking problems . <br /> Communication from Ronald R . Larson , President of YMCA , <br /> dated June 12 , 1969, advising of the action taken by the <br /> Sequoia YMCA Board of Directors urging Council oppose this <br /> rezoning request . <br /> Councilman Arnett asked that records again indicate that , as a member of the <br /> Board of Directors of the YMCA which has taken a position in this hearing , he <br /> would abstain from taking any part in this action . <br /> Robert J . Dell ' Ergo , Attorney , 627 Middlefield Road , one <br /> of the applicants , advised this site , comprising over <br /> 45 , 000 sq . ft . , is one of the few large parcels left in <br /> the City which could be ideal because of its location to <br /> shopping areas , main arterials , etc . , to lend itself well <br /> to the proposed $ 600 , 000 apartment house if rezoning <br /> granted , and protect against a possible resubdivision of <br /> the site with development which would result in an early <br /> deterioration . <br /> Mr . Dell ' Ergo acknowledged this site had been under con - <br /> sideration for acquisition by the YMCA , and possibly even <br /> the City , but that since such plans had not reached fruit - <br /> ion , and since they as owners not in a position to dedi - <br /> cate land for public purposes , urged Council ' s considera- <br /> tion for rezoning in order that it might be developed as <br /> proposed . <br /> Orval C . Graves , General Secretary of YMCA , expressed <br /> concern for proposed large apartment house building <br /> as not a good environment for youth using this facility , <br /> and further problems which could be expected . <br /> Mr . Otto Tallent , member of Board of Directors of YMCA , <br /> reviewed how their organization had first been located <br /> in downtown area and then relocated to present site <br /> after a survey , how parking had been provided at that <br /> time but how adjacent area had since been built up . <br /> YMCA is opposed to rezoning and proposed apartment house <br /> development because would compound present parking pro - <br /> blems in crowded area and noise of youth in their normal <br /> activities of using YMCA facilities would cause nuisance <br /> factor to residents in such close proximity . <br /> After further discussion , Councilman Petersen moved to close the public hearing , <br /> seconded by Councilman Keckley and carried . <br /> JIM 3 6 '69 <br />
