369 <br /> Councilman Henderson moved to affirm action of the Planning Commission and deny <br /> the rezoning , seconded by Councilman Weymouth . Council discussed alternatives to <br /> the proposed R -3 zoning , including planned development , Dwelling Group , cul -de - sac <br /> access or through street for access . <br /> Planning Director explored ways this parcel might be developed under the present <br /> R-2 zoning , i . e . , by the cul -de - sac suggested entering off Hudson Street , but stating <br /> this means would consume so much of land that allowable density would be decreased <br /> by probably 20 -30%; describing the more economical dwelling group concept permitted <br /> in R- 1 or R-2 for a single site having a common drive facility privately owned and <br /> maintained ; or rezoning parcel to R-2 - P whereby land could be designed as a common <br /> development and lands subdivided for individual sale like townhouse development <br /> in Redwood Shores , this suggestion probably resulting in the greatest yield of the <br /> three possible methods for developing this site . <br /> Cutting a street through adjacent to YMCA property from Hudson to Ebener Streets , <br /> making lots facing on street and give a barrier between YMCA and the developable land , <br /> was discussed , <br /> Councilman Petersen opposed motion to affirm action of the Planning Commission to <br /> deny rezoning as felt proposed zoning for apartment house development more in keep - <br /> ing with the present status of the area than for single family development , acknow- <br /> ledging his awareness of problems faced by YMCA at present and his concerns , but <br /> felt moving of this facility must eventually be faced . <br /> Mayor Bury announced when Councilman Rosselli had reported he was unable to attend <br /> because of illness , he had suggested a number of items appeared on Agenda in which <br /> he would like to participate , including this hearing , and would appreciate Council <br /> considering their continuance , if agreeable . Inasmuch as no move made for contin- <br /> uance , Mayor Bury asked that Council proceed , but record indicate he had presented <br /> Councilman Rosselli ' s suggestion . <br /> Motion to affirm the action of the Planning Commission and deny the rezoning , car- <br /> ried on roll call vote , Councilman Arnett abstaining , Councilmen Henderson , Keckley , <br /> Weymouth , and Mayor Bury voting yes , Councilman Petersen voting no , Councilman <br /> Rosselli being noted absent .
