City Clerk and City Manager certified the Budget as having <br /> been approved by Council . <br /> Councilman Arnett moved to introduce Ordinance of the City of Redwood City adopting the <br /> Final Budget of the City of Redwood City for the Fiscal Year July . 1 , 1969-June 30 , <br /> 1970 ; providing for the appropriation and expenditure of all sums set forth in <br /> said budget ; providing for emergency expenditures , transfers , additional appropri - <br /> ations and cancellation of existing appropriations ; and , repealing Ordinance No . <br /> 1365 , as amended , and all ordinances and resolutions in conflict herewith ; and , <br /> adopting the budgets for General Improvement Districts No . 1 -64 , No . 1 -65 , No . 2 - 65 , <br /> and No . 3 - 65 for the Fiscal Year July 1 , 1969 -June 30 , 1970 , seconded by Council - <br /> man Keckley . <br /> Councilman Henderson questioned whether Budget as now presented indicated increases <br /> in amount of Series "D : Bonds over what was in the preliminary budget and asked for <br /> clarification of the Salary Plan appended to theBudget as to salary ranges and <br /> dollar figures applied thereto . <br /> City Attorney advised the present Salary Ordinance is self - operative this year and <br /> increases would take effect on July 1st without further action by the Council . <br /> Auditor-Accountant advised figures and ranges shown in Salary Plan in the Budget <br /> were accurate and taken out of the second section of Salary Ordinance , to be effect - <br /> ive July 1st ; that Salary Ordinance did not change ranges but would change dollar <br /> amounts within each range . <br /> City Manager advised Salary Plan as shown in the Budget was considered part of ap - <br /> pendix and does not affect appropriations for salaries in any event , as amounts <br /> being appropriated in the Budget itself are correct . <br /> Alan Beer , 3627 Highland Avenue , Redwood City , noted <br /> article appearing in Tribune concerning Council action <br /> tonight regarding Budget approval but felt it also con - <br /> cerned City taxes and those concerned should be given a <br /> chance to be heard . <br /> Mayor Bury expressed appreciation for Mr . Beer ' s interest and related the lack of <br /> attendance at the numerous Budget Study meetings which had also been noted publicly , <br /> but stated tax rate would not be set until late in August when the assessment roll <br /> has been equalized and the utility roll received from the State Board of Equalization . <br /> City Manager further clarified point that the estimated tax rate set to raise funds <br /> appropriated for Budget represents the differential between the anticipated revenues <br /> and the total needed for General Governmental purposes . If the assessed valuation <br /> is greater than anticipated , then final tax rate would be decreased , since Budget <br /> as adopted must be funded precisely as stated . <br /> Councilman Henderson questioned whether an estimate of costs to include all employees <br /> in the half -pay continuance plan being approved for safety workers , is available . <br /> Auditor-Accountant advised costs figures not available at present as it was neces - <br /> sary to ascertain first whether such a plan would be possible for all employees or <br /> whether such a plan would jeopardize employees ' present retirement system . City <br /> Manager stated there had been no response by State to inquiries as to legality of <br /> this plan for the safety workers , and if found to be in conflict with the present <br /> om <br />
