She also <br /> felt proposed tax rate could be reduced , if policy on use of Sales Tax monies were <br /> re -examined and some items of capital improvement were postponed , and that a utility <br /> tax should have been reviewed for additional revenue potential , <br /> Mayor Bury responded by reviewing how Council policy had been continued for a number <br /> of years to invest a large part of Sales Tax revenue to resolve capital requirements <br /> of the community in seeking to relieve some of the deficiencies accumulated over <br /> the years , while City has rapidly grown . He also explained the great benefit to <br /> large property owners if property taxes are further reduced by use of sales tax <br /> and compared the savings to large landowners with those of small property owners . <br /> After further discussion of the budget study and review , motion to introduce ordin- <br /> ance carried , Councilman Henderson voting no . <br /> PUBLIC HEARING ; Resolution of Intention of the Planning Commission to amend Ordinance <br /> No , 1130 , the Zoning Ordinance , by adding a new Section 2 , 63 consisting of a defini - <br /> tion for the term "medical clinic " , declared open and affidavit of publication <br /> ordered filed . <br /> Report of the Planning Commission read stating after a public hearing Commission <br /> had unanimously recommended the following wording : <br /> " Section 2 . 63 , Medical Clinic .
