Councilman Henderson noted her intention to oppose introduction of Ordinance approv- ing Budget for fiscal year 1969- 1970 ) on grounds that in her opinion there are potential personnel reclassifications included which are disproportionate . She also felt proposed tax rate could be reduced , if policy on use of Sales Tax monies were re -examined and some items of capital improvement were postponed , and that a utility tax should have been reviewed for additional revenue potential , Mayor Bury responded by reviewing how Council policy had been continued for a number of years to invest a large part of Sales Tax revenue to resolve capital requirements of the community in seeking to relieve some of the deficiencies accumulated over the years , while City has rapidly grown . He also explained the great benefit to large property owners if property taxes are further reduced by use of sales tax and compared the savings to large landowners with those of small property owners . After further discussion of the budget study and review , motion to introduce ordin- ance carried , Councilman Henderson voting no . PUBLIC HEARING ; Resolution of Intention of the Planning Commission to amend Ordinance No , 1130 , the Zoning Ordinance , by adding a new Section 2 , 63 consisting of a defini - tion for the term "medical clinic " , declared open and affidavit of publication ordered filed . Report of the Planning Commission read stating after a public hearing Commission had unanimously recommended the following wording : " Section 2 . 63 , Medical Clinic . Small mean professional offices on a single site for at least five medical doctors who , in combination , offer services in at least five re - cognized medical specialities . " There being no communications or oral protest , Councilman Petersen moved to close the public hearing , seconded by Councilman Keckley and carried , Councilman Keckley moved to introduce Ordinance adding Section 2 . 63 to Ordinance No . 1130 , the Redwood City Zoning Ordinance , relating to definitions , seconded by Councilman Arnett and carried on roll call vote , Councilman Rosselli being noted absent , PUBLIC HEARING , Application of BIRCHPROPERTIES , INC . , to amend Article II , Section 11 . 4 ( b ) Ordinance No , 1130 , relating to conditional uses in the 'TPO ? ( Professional Office ) District , declared open and affidavit of publication ordered filed , Report of the Planning Commission read stating after a public hearing Commission had voted unanimously to recommend this amendment to the Council for approval .
