X72 <br /> Downtown Redwood City Association Board of Directors <br /> advising of their unanimous action in opposing this <br /> proposed amendment to allow .armaceutical dispensaries <br /> in medical clinics and detailing their reasons ( copy <br /> submitted to Council ) , <br /> Eugene Majeski , Attorney for the applicant , Birch <br /> Properties , Inc . , felt issue involved was whether in <br /> good planning and proper use to allow a prescription <br /> dispensary in a medical clinic as restricted as that <br /> proposed , in that it would serve merely the prescrip- <br /> tion needs of patients within the clinic only , with <br /> no outside signs indicating a pharmacy in the build - <br /> ing , no displays , and no outside doorway . He stated <br /> Redwood City ' s restriction in this instance seemed <br /> to be unique . He admitted druggists in the community <br /> opposed because their own economic interests not served <br /> but felt this not be the issue before Council or affect <br /> the zoning regulations , but whether it would be of bene - <br /> fit to citizens of the community , <br /> Robert J . Dell -Ergo , Attorney representing a number of <br /> pharmacies both in Redwood. City and nearby cities ( de - <br /> tailed listing submitted to City Clerk for file ) pre - <br /> sented two petitions signed by 80 citizens in opposition <br /> to Council permitting any action which would make the <br /> Redwood Medical Clinic eligible for the establishment of <br /> a pharmacy or any other type of commercial activity . <br /> Those present for this hearing acceded to Mr . Dell. -Ergot s <br /> request to indicate their presence as representing both <br /> druggists and property ownerships in downtown Redwood City , <br /> Mr . Dell ' Ergo pointed out wording which he felt might prove <br /> to be unconstitutional regarding medical clinics ; reviewed <br /> request that had been made for area studies by Council for <br /> which he understood no report had been made ; and raised other <br /> points which he felt should be a consideration for Council ' s <br /> denial of this proposed amendment . Mr . Dell -Ergo thereafter , <br /> after receiving permission , presented slides showing the <br /> vacant stores throughout the City , which he felt proved <br /> point , adding this new commercial use would present a threat <br /> to other commercial areas , <br /> In response to questioning of unconstitutional implication in this issue , City <br /> Attorney advised he would disagree on this point , Councilman Keckley moved to <br /> close the public hearing , seconded by Councilman Petersen and carried , <br /> Councilman Weymouth moved to introduce Ordinance amending Section 11 . 4 of Ordinance No . <br /> 1130 , the Redwood City Zoning Ordinance , relating to Conditional Uses , seconded by <br /> Councilman Arnett . Councilman Arnett felt that concerns of economics involved <br /> would not prove disadvantageous , but the reverse , the proposed amendment would <br /> provide an added service to a patient . Motion carried on roll call vote , Council - <br /> men Arnett , Henderson , Keckley and Weymouth voting yes , Councilman Petersen and <br /> Mayor Bury voting no , Councilman Roselli being noted absent . <br /> Mayor Bury asked that Council ' s proposed action toward adopting concept of National <br /> Wildlife Refuge be presented at this time due to number of persons present for <br /> this item . <br /> Councilman Arnett moved to adopt RESOLUTION NO , 6012 SUPPORTING CONCEPT OF ESTABLISH- <br /> MENT OF NATIONAL WILD LIFE REFUGE COMPLEX IN SOUTH SAN FRANCISCO BAY , seconded by <br /> Councilman Keckley . <br /> In reply to question whether feasibility of Redwood Shores project would or would <br /> not be affected by use of lands on Bair Island because of quote in newspaper to <br /> contrary , City Manager advised quote in the newspaper had been taken out of con - <br /> text from his original statement , implying Redwood Shores project would not be af - <br /> fected as area proposed for a wildlife refuge on Bair Island is included in the <br /> Redwood Shores General Improvement District , and as such is part of the basis for <br /> the bonds which had been offered and sold at public sale .
