rte+ <br /> the deletion of this area from the District would definitely affect the District . <br /> He also added his statement had included his opinion , since the District can be <br /> stopped at any given point , if talking about a relatively small portion of the <br /> District , then in that sense this proposal would not be destructive to the District . <br /> Councilman Arnett was asked to summarize points included in Council ' s resolution <br /> approving concept of this Wildlife Refuge , as follows : <br /> ( a ) In the event any land is so used within Redwood City <br /> General Improvement District No . 1 - 64 the amount <br /> thereof shall not impair the security for the bonds <br /> issued by said District ; <br /> ( b ) Such refuge shall not interfere with , or hamper the <br /> proposed development or expansion of the Port of <br /> Redwood City and its deepwater facilities , or ship - <br /> ping and navigation related to said Port ; <br /> ( c ) The Federal Government shall provide , at its own ex - <br /> pense , for the creation of landscaped screening , or <br /> other "buffer " between such refuge and any developed <br /> areas ; <br /> ( d ) The Federal Governtilent shall insure that in the event <br /> salt ponds or other industrial areas are set aside for <br /> the development of such refuge , such areas shall contin - <br /> ue to be used for commercial purposes at the discretion <br /> of the owners thereof for such period as may be agreed <br /> upon between the Federal Government and the owners of <br /> such ponds or areas ; <br /> ( e ) Such refuge shall include the area commonly known as <br /> "Bird Island " ; <br /> Mayor Bury asked that Vice Mayor Petersen take the chair in order that he might <br /> speak on this subject , and then reviewed the responsibilities which had been placed <br /> on Council in developing the Redwood Shores General Improvement District . He <br /> hoped that all concerns might be satisfied after a re -examination of resolution as <br /> proposed , and moved to eliminate reference to a specific number of acres in para - <br /> graph ( a ) referring to refuge not to exceed 250 acres , He submitted a telegram <br /> which had been received by him this date from Congressman Don Edwards urging <br /> Council ' s considering the concept of a South Bay Wildlife Refuge which would protect <br /> the salt ponds , the beauty of the area , the bird and marine life , and climate , <br /> and advising that before any final action is taken by Congress , full public hearings <br /> will be held and the vital interests of Redwood City will be protected . <br /> Mayor Bury felt this to be symbolic of most of voluminous correspondence received <br /> by Council members , but also remindful that this proposed Refuge would be subject <br /> to full public hearings at the Federal level before its final creation and not in <br /> the realm of Council ' s authority to either establish or deny such a plan . Motion <br /> to amend original motion by deleting reference to number of acres in paragraph ( a ) <br /> of Resolution , seconded by Councilman Keckley . Makers of original motion indicated <br /> their agreement to inclusion of amendment in the motion , Councilman Henderson <br /> suggested addition of additional paragraph (f ) encouraging Congress to hold public <br /> hearings on this matter in this area . Councilman Keckley suggested that wherever <br /> in Resolution Port referred to , that " deep water " be included before the word " Port " , <br /> Both suggestions accepted for inclusion in the Resolution by makers of the original <br /> motion . After further discussion and comments by Council on all phases of this <br /> al 16 '69 <br />
