Councilman Keckley moved to adopt RESOLUTION NO , 6013 AWARDING CONTRACT FOR BOITiR REPLACEMENT FOR CITY HALL AND MAIN LIBRARY IN THE CITY OF REDWOOD CITY; REJECTING ALL OTHER BIDS RECEIVED; AUTHORIZING EXECUTION OF CONTRACT FOR SAID WORK; AND DIRECT- ING RETURN OF SECURITY DEPOSIT , seconded by Councilman Arnett . City Manager explained bid received for $ 8, 200 . 00 by Bergie Plumbing was for the Boiler replacement itself as there is additional work and other appurtenances to the bid all covered by unit costs . Councilman Petersen moved to adopt RESOLUTION NO . 6014 APPROVING PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF PUBLIC IMPROVEMENTS FOR REDWOOD CITY GENERAL IMPROVEMENT DISTRICT NO . 1 - 64 , RELATING TO MARLIN SUBDIVISION NO , 1. ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR , seconded by Councilman Weymouth . Staff reported plans and specifications had beenprepared by DMJM and checked and approved by City Staff . Mr . James Reiter , of DMJM, advised improvements included streets , sewers and water facilities for this subdivision and did not include parks related to this subdivision . Councilman Petersen moved to adopt RESOLUTION NO , 6015 OF PRELIMINARY DETERMINATION, OAK KNOLL- CANYON LANE & VICINITY SEWER IMPROVEMENT DISTRICT ( sets public hearing for July 14 , 1969 ) , seconded by Councilman Henderson . Staff reported plans and specifications were prepared by Frahm , Edler & Associates , Consultant Engineers , under terms of the agreement of October 18 , 1968 . Motion carried on roll call vote , Councilman Rosselli being noted absent . Councilman Keckley moved to introduce Ordinance repealing Division 2 of Article II of Chapter 6 of the Code of the City of Redwood City; amending Sections 6 . 23 and 6 . 25 and adding Division 2 of Article II of Chapter 6 of the Code of the City of Redwood City relating to fire and closing -out sales , seconded by Councilman Weymouth . It was noted copy of proposed ordinance had been submitted for Council ' s review , along with an analysis made by City Attorney on the changes proposed . Thereafter , Council thoroughly questioned proposed changes and suggested additional changes relating to increasing filing fee forprocessing such an application for a Close -Out Sale from the present $ 25 . 00 to perhaps $ 50 . 00 ; how advertisement submitted and checked and thereafter regulated to avoid Sign Ordinance violations ; appeal period to Council allowed if denied by City Manager and scheduling forCouncil agenda ; time allowed for City Manager ' s review on original application before taking action etc . After discussion of all points raised , Councilman Weymouth moved to amend Section 6 . 41 of proposed amendment to restrict Close - Out Sales to a maximum of thirty ( 30 ) days in any twelve month period, seconded by Councilman Henderson and carried , 016969
