382 <br /> SB 1. 334 ( Similar to SB 88 and AB 1481 ) both of which would have allowed insertion of <br /> compulsory arbitration provision in contracts for construction to which the State or <br /> any political subdivision thereof is a party . Committee recommends opposition as not <br /> in the best interests of the City . <br /> SB 1388 proposing to excempt from property taxation homes of residents of the State <br /> over 65 years old and eligible to receive health care pursuant to provisions of law , <br /> to become ffective , however , only if a constitutional amendment were adopted by the <br /> people . Committee reluctantly recommends support for reason that it does not offer <br /> significant tax reform , but represents a small approach to a problem and In the hope <br /> major tax measures will be forthcoming providing greater equity and distribution of <br /> taxes . <br /> AB 1550 proposing to authorize the State Department of Housing and Community Development <br /> to make grants to local public bodies or agencies to finance the partial cost of develop - <br /> ment of neighborhood facilities in connection with Federal grants . Committee recommends <br /> approval recognizing the need for such facilities . <br /> AB 1618 proposing to provide a property tax moratorium for businesses in areas of high <br /> unemployment and low income , thereby reducing fixed overhead of such businesses for <br /> the period of years required to become established . Committee recommends support . <br /> ( For full text of Report and recommendations , see City Clerk ' s File - Legislative Committee ) <br /> Councilman Weymouth moved to accept report and recommendation , including implementation <br /> thereof , seconded by Councilman Rosselli and carried ( MINUTE ORDER #69 -129 ) <br /> City Clerk called attention to ordinances to be adopted , Including some in which Councilman <br /> Rosselli would abstain from action because of having been absent from the public hearings <br /> held prior to introduction . <br /> Adoption of Ordinance rezoning property in the vicinity of Uccelli Boulevard and Bair Island <br /> Road continued for a period of two weeks , at request of Vice Mayor Petersen , since Council - <br /> man Rosselli unable to take action because of his absence from the public hearing . He <br /> also must abstain because of property interests . <br /> Councilman Rosselli questioned whether he might be able to follow tape recording of this <br /> public hearing and be legally able to participate . City Attorney will advise him . <br /> Councilman Arnett asked whether Staff had as yet contacted the property owners in this <br /> area regarding forming of assessment district for improvements of the roadway . City <br /> Manager advised material which had been placed on this parcel of land had been ren oved , <br /> but Staff still endeavoring to work out improvement problem with the other property owners <br /> and no report available at this time ( Memo 6/24/69 ) <br /> Councilman Weymouth moved to adopt ORDINANCE NO . 1130 . 99 ADDING SECTION 2 . 63 TO ORDINANCE <br /> NO . 1130, THE REDWOOD CITY ZONING ORDINANCE , RELATING TO DEFINITIIONS , seconded by Council- <br /> man Arnett and carried on roll call vote , Councilman Rosselli abstaining , Councilman <br /> Keckley and Mayor Bury being noted absent . <br /> Councilman Henderson moved to adopt ORDINANCE NO , 1130 . 100AMENDING SECTION 11 . 4 OF ORDINANCE <br /> NO . 1130, THE REDWOOD CITY ZONING ORDINANCE , RELATING TO CONDT ONAL USES , seconded by <br /> Councilman Arnett and carried on roll call vote , Councilman Rosselli abstaining , Vice <br /> Mayor Petersen voting no , Councilman Keckley and Mayor Bury being noted absent . <br /> Councilman Henderson moved to adopt ORDINANCE NO , 1408 AMENDING SECTION 30 OF ORDINANCE <br /> NO . 1382 , THE SALARY ORDINANCE OF THE CITY OF REDWOOD CITY , RELATING TO POSITION OF <br /> POLICE CHIEF , seconded by Councilman Weymouth . City Attorney stated Councilman Rosselli <br /> might participate in this action because no public hearing involved .
