<br /> Arnett , Vice Mayor Petersen advised need of this appointment had been mentioned
<br /> at the last Council meeting and since that time , Nominating Committee recommended
<br /> this appointment , Motion carried ( MINUTE ORDER #69- 131 ) .
<br /> Councilman Rosselli asked that an Agenda item be set for discussion on the Brown Act ,
<br /> and an opinion be submitted to Council why informational meeting , such as set on
<br /> bond measure today , or any other type of information clinic for benefit of Council , ---
<br /> might be held without regular notice . City Attorney discussed a recent court case
<br /> which made clear that even though no action is taken , where a full discussion of
<br /> an issue is held so that it appears most views are aired and all acts taken short
<br /> of formal action , would constitute a violation if notice requirements not fulfilled ,
<br /> so would advise any meeting where a quorum present should be formally noticed .
<br /> Councilman Rosselli felt cities lax in not taking a position insisting that the
<br /> State Legislature also operate under the Blown Act ; he feels Council hampered by
<br /> this restriction .
