City Attorney discussed a recent court case <br /> which made clear that even though no action is taken , where a full discussion of <br /> an issue is held so that it appears most views are aired and all acts taken short <br /> of formal action , would constitute a violation if notice requirements not fulfilled , <br /> so would advise any meeting where a quorum present should be formally noticed . <br /> Councilman Rosselli felt cities lax in not taking a position insisting that the <br /> State Legislature also operate under the Blown Act ; he feels Council hampered by <br /> this restriction . <br /> flt} <br />
