385 In reply to Councilman Henderson requesting that all notices to Council for at - tendance at any meeting other than a regular one , should state that City Manager and City Attorney convur that regulations are being met . City Attorney advised it was the legal obligation of both Manager and Attorney to insure the legality of any meeting notice , and such assurance is implied therein . Vice Mayor Petersen requested the Attorney to prepare a report to Council on this subject . ( Memo 6/24/69 ) Councilman Arnett announced, with Council ' s permission , he intended to be absent from the State between June 27th and July 20th . Councilman Henderson moved to ap - prove Councilman Arnett ' s intended absence as stated , seconded by Councilman Weymouth and carried . Rosselli , Ray A . Weymouth , Mayor Robert H . Bury , and City Clerk Helen C . Moore . Councilmen Dixon Arnett and Herbert G . Petersen noted absent ( Councilman Petersen entered the meeting at 7 : 40 P . M . ) . Also noted present were City Manager Howard C . Ulirich , City Attorney David E . Schricker , Assistant City Manager Henry V . Burget , Police Chief John R . McDonald , Fire Chief J . L . Lodi , Planning Director Ken Schroeter , Deputy Director of Public Works Glenn M . Jain , Auditor-Accountant Jack Ference , and Deputy City Clerk Marian McCrindle . Councilman Keckley moved to approve Minutes of June 23 , 1969, with clerical correction as noted , seconded by Councilman Rosselli and carried . Mayor Bury presented Certificate of Appointment to William Smith , newly appointed Plan- ning Commissioner . It was noted Mr . Smith had taken his Oath of Office and signed the Loyalty Oath previously , in order that he might participate in the Planning Com- mission meeting of July 1st , Certificates denoting various training courses were presented by Mayor Bury to the follow - ing Fire Department Personnel : Certificate in Fire Service Training ( 30 Unites - AA Degree ) from the College of San Mateo to : Dean Williamson and Inspector John Montenero (not present ) . Certificate in Personnel Development Course ( Training Officers Workshop - Fresno ) from the State of California to : Training Officer Biagi . JO. 7 139
