TW1 <br /> that the property could not support septic tanks or an adequate drain field , and that <br /> Mr . Nielsen had purchased the property in July of 1968 with these existing conditions . <br /> He then reviewed Mr . Nielsen ' s attempt since then to annex to the City ; LAFC had re - <br /> jected his application , directing that an attempt be made to enlarge the territory to <br /> be annexed . <br /> City Manager stated because of Mr . Neilsen ' s efforts to annex this property to the <br /> City and his continued desire to annex , and because property prior to resubdivision <br /> had been served by City sewer , it was the Staff ' s recommendation that the sewer connections <br /> be granted subject to the usual conditions . He also noted that it was the intention <br /> o f Mr . Neilsen to re -apply for annexation through LAFC since it had been intimated he <br /> could do so again , and this , too , seemed to justify the granting of these connections <br /> as annexation could be completed in a short period under one ownership . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6039 GRANTING CONDITIONAL SEWER CON - <br /> NECTION PERMIT TO PREMISES SITUATE OUTSIDE THE CITY LIMITS PURSUANT TO SECTION 27 . 21 . 1 <br /> OF THE CODE OF THE CITY OF REDWOOD CITY ; AND STATING CONDITIONS THEREOF AND FEES THEREFOR <br /> ( NIELSEN ) seconded by Councilman Petersen . <br /> Councilman Henderson indicated her unwillingness to support the resubdivision by County <br /> o f this property into three building sites unless it proved to be compattible with <br /> City ' s present zoning in this area . <br /> Mr . Roesch , 6o8 Windsor Street , Attorney for Mr . Nielsen , <br /> advised the smallest of the three lots would contain 6500 <br /> square feet , and the largest 8 , 500 square feet . He also ad - <br /> vised that old buildings which had been on this property had <br /> now been removed since purchase by Mr . Nelsen in his plan for <br /> redevelopment of the property . He noted also a contact had <br /> been made by County Planning Commission to Redwood City Plan- <br /> ning Director in which Mr . Schroeter had indicated his opinion <br /> that the property should be divided into two parcels , but after <br /> discussion before County Planning Commission permit had been <br /> granted for the three parcels as not being too far out of line , <br /> subject to the condition sewer permit be granted . <br /> Councilman Henderson stated she could not support this request nor the resubdivision <br /> o f this parcel into three as it would seem far more desirable to require subdivision <br /> according to our zoning than that of the County , and felt City Planning Commissbn <br /> should first be consulted on such requests . Councilman Roseelli opposed granting <br /> such permits unless based on hardship , or health and safety as in previous policy once <br /> set by Council , and feels no hardship in this case if property already had two sewer <br /> connections to the property , and that a better liaison should be established between <br /> City and County so that City would not be subject to accepting wcels of less than <br /> standards set by Redwood City zoning regulations . <br /> Mr . Roesch again reviewed the lot sizes and felt they were <br /> not too far out of line with those he described in adjacent <br /> area varying from 5 , 500 square feet to 10 , 000 square feet . <br /> In reply to questons on topography , slope density , and rights -of -way in the area , <br /> further description of the lots and proposed planning was given . Motion carried on <br /> roll call vote , Councilmen Henderson and Rosselli voting no , Councilmen Petersen , <br /> Weymouth and Mayor Bury voting yes , Councilmen Arnett and Keckley being noted absent . <br /> Councilman Rosselli moved to adopt RESOLUTION NO . 6010 APPROVING AND AUTHORIZING EXECUTION <br /> OF REVOCABLE ENCROACHMENT PERMIT RELATING TO CONSTRUCTION AND MAINTENANCE OF DRIVEWAY <br /> FACILITIES ON CITY OWNED EASEMENT IN THE VICINITY OF 1621 JAMES STREET , REDWOOD CITY, <br /> CALIFORNIA, seconded by Councilman Weymouth . <br /> Staff reported applicant requested permission to use one -half of a ten foot sewer ease - <br /> ment adjoining his property at 1621 James Avenue ( North one -half Lot 13 , Block 4 , New <br /> High School Acres ) Department of PUblic Works reported that use of this public utility <br /> auras' <br />
