() ! I <br /> Progress Report onCivic Center Planning <br /> City Manager Introduced the City ' s Consultants , Mr . Zaven Tatarian , member of fi : in <br /> of Haines & Tatarian , architects , and Mr . and Mrs . Bert Betts and Jim Sargent , City ' s <br /> Financial Consultants . City Manager stated this was to be the first formal briefing <br /> of planning stages in the Civic Center Complex as it was his intention hereafter to <br /> present such progress reports regularly so that public and staff will be brought <br /> along during the entire planning progress . He stated report to be made thus far was <br /> the result of many meetings with architects and staff , and also the beginning of the <br /> financial consultants being called in for their initial research work . He called at - <br /> tention to the many charts displayed covering City Departments which indicated the <br /> interplay within the various Departments and relationships with Departments to each <br /> other . <br /> Mr . Tatarian presented official bound copy of " Conference Notes " which was compliation <br /> transcript of all discussion meetings held thus far with City Staff , and which had <br /> made possible the charts now displayed , delineating flow designs within departments <br /> and departmental relationships with each other , together with space allocations es - <br /> timated for each . He detailed the City Manager ' s suite space allocations and relation - <br /> ship to departments proposed to be nearby; square footage space allocations estimated <br /> to year 1975 , the first stage of construction and expansion to year 2000 . <br /> City Manager stated all charts and Conference Notes would be reproduced for Council ' s <br /> further review and study ( Memo 7/17/69 ) <br /> Council questioned how expansion allocation estimates were to be used in interim; <br /> possibility of using this space for outside commercial uses as is done in Europe ; <br /> number of employee projection estimates in various departments ; whether considerations <br /> had been given to effect on this City planning should consolidation of peninsula <br /> cities take place , whether sphere of influence covering future annexation possibilities <br /> had been included in projecting estimates ; whether projections submitted might be too <br /> conservative , etc , <br /> Council was assuredcbsign of spaces very flexible so can be rearranged and that expansion <br /> allocations thought to be sufficient . It was also noted square footage estimates at <br /> this point didn ' t include the projected size of the Civic Center Building , nor area <br /> which might be involved , since areas illustrated included only functional design of <br /> departments . City Manager stated it was anticipated a finalized report with preliminary <br /> drawings would be ready for presentation by December , but regular progress reports would <br /> be scheduled in the interim . <br /> Mr . Betts advised at this point his services included beginning of compilation and <br /> analysis of all historical financial data of the City by going through prior bond <br /> issues and other financial matters which would prove exceedingly valuable information <br /> to him before presenting a full financial package to City . <br /> He also noted that their services included all legal aspects relating to financial <br /> aspects , so that when their financing recommendation finalized could be soundly justified <br /> in all respects . He also advised their services after recommendation of alternate <br /> ,L 16 '69 <br />
