Main portion of work is completed , but catch <br /> basins remain to be done and will take several months , so it is advisable not to <br /> include that portion in resurfacing at this time . <br /> Motion carried on roll call vote . <br /> Councilman Petersen inquired when Murray Court Assessment District would be coming up . <br /> City Manager reported that at least three efforts to create an assessment district <br /> had been made in the past ; that local engineers had made a survey of the area , <br /> came up with rough specifications , estimates of costs , petition had been circulated <br /> by residents , but that not enough interest in project was generated . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6050 APPROVING PLANS AND SPECIFI- <br /> CATIONS FOR CONSTRUCTION OF PUBLIC IMPROVEMENTS FOR REDWOOD CITY GENERAL IMPROVE-- <br /> MENT DISTRICT NO , 1 -64 , RELATING TO MARLIN SUBDIVISION NO . 2 ; AND, AUTHORIZING <br /> CITY CLERK TO CALL FOR BIDS THEREFOR , seconded by Councilman Keckley . <br /> Councilman Henderson requested the record show her opposition , and her belief that <br /> study should be made to examine facets of dike construction . <br /> Bill Caryl , of DMJM, pointed out that their firm had <br /> submitted their engineering design to FHA for proposed <br /> exterior levees and described conditions under which <br /> vertical sections required . He stated specifications <br /> fit actual conditions of the time . Sections constructed <br /> indicate very little erosion had taken place . He stated <br /> this levee construction is separate from construction <br /> of streets , so that if recommendation does come from FHA <br /> requiring different type of section , this is merely one <br /> of many bid items which could be modified . Actual con - <br /> struction of subdivision therefore need not be held up <br /> because of this one item . <br /> Councilman Rosselli noted original feasibility report recommended different slope <br /> construction and wondered if altering the design would have effect on aesthetics , <br /> and whether tides and currents would have an effect . <br /> Mr . Caryl state d they believed rock slope proposed <br /> would enhance the aesthetics . Proposed construction <br /> requires sheet piling . Several sections of riprap <br /> will cover various conditions . <br /> Councilman Keckley noted with respect to FHA question that it was necessary for <br /> Council to approve some type of levee before the Agency can approve or disapprove <br /> and that he is willing to accept the recommendations of Dames and Moore and DMJM , <br /> Councilman Henderson brought out question of slope failure in 1967 , and City Manager <br /> noted the problem occurred in area of Dredge A , newly constructed . Dikes now being <br /> discussed had been proved out , having been in place fifty years without failure . <br /> He added that with the Dames and Moore recommendation and that of DMJM, Staff felt <br /> secure in bringing issue before Council . City Manager explained relationship of construction to assessed valuation <br /> in March 1970 . He added the bridge is a marketing detail which increases utilization <br /> of land around it and is significant improvement to the project by effect of its <br /> being there . <br /> Councilman Henderson stated opposition on basis of Geological Survey study .
