<br /> Mr . Boxley thereafter elaborated upon the services which
<br /> were being performed by PROBE in the community for citi-
<br /> zens in this area consisting of job center for youth
<br /> summer employment , disbursement of both food and clothing
<br /> which had been donated , language classes , Head start pro -
<br /> gram for pre -school children , etc . , and all of which were
<br /> depicted with photograph slides and described orally by
<br /> Mr . Boxley , indicating lack of office space , rental con-
<br /> ditions , lack of recreational space , etc .
<br /> After a period of further questions , and discussion of problems involved both for
<br /> long range planning and financing crisis at present , Councilman Rosselli moved that
<br /> the Committee meet as suggested , with Mr . Boxley and a report and recommendation be
<br /> made to Council at the next meeting ( August llth ) , seconded by Councilman Keckley .

<br /> James Knecht , member of Park and Recreation Commission ,
<br /> invited Mr . Boxley , or representative of his group , to
<br /> attend their Commission meeting Wednesday night , August
<br /> 6 , where a review will be made of the recreational re -
<br /> commendations which had been made by the Commission in
<br /> this area .
<br /> Mr . Cecil Hall , 1184 -18th Avenue , representing a State
<br /> chartered non -profit organization of Spanish Americans ,
<br /> reported on the educational program being sponsored by
<br /> them in private homes because of lack of other space ,
<br /> and of the petition which he had helped circulate four
<br /> years ago and had been signed by some 700 citizens re -
<br /> questing a multi-use building in this area . He noted
<br /> need more apparent than ever before and that a chance
<br /> of receiving Federal aid favorable and should be in-
<br /> vestigated , his group favoring a site for this type of
<br /> center on Willow Street .
<br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6057 APPRCVING AGREEMENT FOR THE LEAS -
<br /> ING OF REAL PROPERTY FOR PARK PURPOSES IN THE VICINITY OF HANCOCK AND CHARTER STREETS ;
<br /> AND AUTHORIZING EXECUTION OF A ONE YEAR TEASE AGREEMENT , WITH OPTIONS OF RENEWAL,
<br /> seconded by Councilman Arnett .
<br /> Councilman Rosselli , Chairman of Franchise Committee , read Committee report and re -
<br /> commendation after presentation of this concept for construction of a " Mini Park "
<br /> on the LeBlanc property located at 1326 Hancock Street , rear of Gemco and in an area
<br /> generally deficient in open space . It was stated action to create this " Mini Park "
<br /> was instituted by the Park and Recreation Commission and that negotiations had been
<br /> concluded for the lease of this property and preliminary plans had been prepared;
<br /> lease providing for an annual rental of S1 , 000 per year , plus the actual amount of
<br /> real property tax , estimated to be 5220 , The area of park is approximately 7500 sq .
<br /> ft . , and estimated costs for development into a park at $ 3 , 000 , with various service
<br /> groups and the J . C . ts indicating a desire to participate in the actual construction .
<br /> Council Committee recommended approval ofthis proposal and authorization of the lease
<br /> agreement for a period of one year , and that the funding he from Open Space Program
<br /> Funds contained in the current Capital Improvement Budget .
<br /> Assistant City NEnager further detailed the lease agreement provisions which were
<br /> felt to be favorable and advised of the enthusiasm of service grups to contribute
<br /> their services . Motion carried on roll call vote .
