422 <br /> Marvin Law , 824 Lakeview Way ( owner of Lot 10 , <br /> Block 304 ) <br /> City Clerk reported total percentage of these protests on file at this time was <br /> 21 , 75% of the total land value in the proposed annexation . <br /> Report of communication received from <br /> Henrietta Mitchell , 813 Lakeview Way <br /> ( owner of Lots 1 , 2 , and 3 , Block 305 ) <br /> was noted as not being a part of this proposed area being considered for annexa - <br /> tion , and not included in the percentage count of protests . <br /> The following appeared : <br /> Beryl Darnell , 3907 Lakemead Way, advised <br /> of his having circulated the petition for <br /> annexation and admitted those living on <br /> Lakeview Way not as interested in annexation <br /> as the property owners on Lakemead . <br /> Mr , D . L . McNaught , 822 Lakeview Way , one of <br /> protestants to the proposed annexation , stated <br /> he was aware of the sanitary problems involved <br /> and need for annexation to theCity for those <br /> petitioning for annexation, but felt specific <br /> area where protests being received should be <br /> excluded from these annexation proceedings . <br /> Mrs . Mitchell , 813 Lakeview Way , although <br /> property not involved , appeared in person to <br /> question annexation proceedings . <br /> Mr . Marvin Law , 824 Lakeview Way, one of the <br /> protestants , questioned possibility of exclud - <br /> ing the block of Lakeview evidencing protest <br /> to these annexation proceedings in order that <br /> property owners in need of annexation because <br /> of sanitary problems , might proceed toward an- <br /> nexation . <br /> Assistant City Attorney explained that under the Inhabited Territory Annexation <br /> Act 1913 , the public hearing must be continued for at least 10 days to permit <br /> any further protests to be filed . He further advised that annexation area could <br /> actually be diminished by 5% without negating the present procedure . <br /> Councilman Rosselli moved to continue this public hearing for two weeks ( August 25th ) <br /> seconded by Councilman Keckley and carried . (MINUTE ORDER #69- 161 ) <br /> Report and recommendation of Special Committee concerning request made by PROBE Director <br /> Mayor Bury asked that report of the Committee be read in full advising of the meeting <br /> which had been held with representatives of PROBE , Mexican-American Community Council , <br /> Economic Opportunity Commission , Park and Recreation Commission , and Staff, and of the <br /> discussion that centered around three topics : <br /> 1 . A specific request by PROBE for a $ 5000 contribution . <br /> 2 , A multi-purpose recreation facility for the target area , <br /> and a general review of present and proposed facilities <br /> in the area east of El Camino Real . <br /> 3 . Other ways in which City offices could be used to improve <br /> conditions for persons residing within the target area . <br /> Mayor Bury noted that Council Committee members , consisting of himself , Councilmen <br /> Henderson and Rosselli , had wholeheartedly supported proposal for immediate f in- <br /> ancial assistance in the amount of $ 5000 requested , and need for development of a <br /> long range program to insure continuity of the work being performed by the PROBE <br /> organization . He also noted his intention to change the status of this Special <br /> Committee to a full standing Committee of Council in order to insure development of <br /> $E U ea <br />
