4 :H3R <br /> Mayor Bury thanked Councilman Keckley for his report and express& wishes for success <br /> of the program . <br /> Councilman Keckley moved to adopt ORDINANCE NO , 1416 AMENDING SECTIONS 20 . 96 . 11 , 20 . 96 . 15 , <br /> 20 . 97 . 1 and 20 . 105 OF ARTICLES VII OF CHAPTER 20 OF THE CODE OF THE CITY OF REDWOOD CITY, <br /> RELATING TO PARKING RESTRICTIONS ON EL CAMINO REAL AND JEFFERSON AVENUE IN THE CITY OF <br /> REDWOOD CITY, seconded by Councilman Arnett , <br /> Mayor Bury questioned whether parties affected had been notified and City Manager <br /> advised that a series of meetings had been held with the participants in the area , <br /> Motion carried on roll call vote , Councilman Petersen being noted absent . <br /> Councilman Rosselli moved to adopt ORDINANCE NO , 1417 APPROPRIATING $ 5 , 000 FROM UNAPPRO- <br /> PRIAYED BALANCE OF BUDGETED RESERVE OF GENERAL FUND TO PROVIDE FOR SUPPORT OF AND <br /> PARTICIPATION IN PROGRAMS CONDUCTED BY PROBE UNDER DIRECTION OF SAN MATEO COUNTY <br /> ECONOMIC OPPORTUNITY COMMISSION, seconded by Councilman Henderson and carried on <br /> roll call vote , Councilman Petersen being noted absent . <br /> DAMAGE CLAIM : Angie M , Cantu , 1220 Roosevelt Avenue:,. for property damages alleged to <br /> have been caused by negligence of City employees in watering City-owned property , <br /> denied and referred to insurance carrier on motion of Councilman Weymouth , seconded <br /> by Councilman Rosselli and carried . (MINUTE ORDER #69-168 ) <br /> COMMUNICATIONS : <br /> Diamond Shamrock Chemical Company with reference to <br /> complaints of neighboring residents , and their efforts <br /> being made to alleviate the odor problem . ( Copy sub - <br /> mitted to Council ) . <br /> Mayor Bury advised that he and City Manager intend to meet with Mr . Trechter , <br /> Operations Manager of this company , some time during September . <br /> San Francisco Bay Regional Water Quality Control Board <br /> agenda for regular board meeting , Thursday , August 28 , <br /> 1969 . <br /> Mayor Bury noted that he had received a copy of the Redwood Shores Government <br /> Operations Committee report . He advised also that a copy of the U . S . G . S . 1967 <br /> report was available to Council members for viewing in the City Manager ' s office . <br /> Councilman Arnett suggested that Council be given an opportunity to study the <br /> U . S . G . S . report and copy of transcript referred to . At a later time , Council <br /> committee could be set up to determine validity of the report itself , and <br /> conclusions drawn , to investigate items in the report now under consideration , <br /> and to insure that the City is carrying out recommendations set out in the <br /> report . He added that inasmuch as the matter has been in public print , and be - <br /> cause the Government Operations Committee report in his opinion represents an <br /> incomplete job of review , and finally , that the ultimate responsibility for <br /> safety in the project rests with the Council , they have the obligation to invest - <br /> igate more fully than the government report does . <br /> Councilman Rosselli stated he believed the entire Council should make this study <br /> and not a special committee , and transcript should be available to those consultants <br /> who had done the studies . He felt the matter appears to be the result of an <br /> internal dispute between FHA and Government Operations Committee . <br /> Since the Council also acts as Board of Directors for Redwood Shores , the question <br /> arose as to whether the Board could meet in private session , as any private <br /> corporation board of directors can do , and City Attorney advised that the Brown <br /> Act is applicable to Council ' s status as Board of Directors , as well as in <br /> capacity of City Council . <br /> Mayor Bury suggested that the City Manager , as Project Manager for Redwood Shores , <br /> arrange a special Council meeting and include Seismic Committee , DMJM and others <br /> concerned .
