Councilman Keckley moved to adopt ORDINANCE NO , 1416 AMENDING SECTIONS 20 . 96 . 11 , 20 . 96 . 15 , 20 . 97 . 1 and 20 . 105 OF ARTICLES VII OF CHAPTER 20 OF THE CODE OF THE CITY OF REDWOOD CITY, RELATING TO PARKING RESTRICTIONS ON EL CAMINO REAL AND JEFFERSON AVENUE IN THE CITY OF REDWOOD CITY, seconded by Councilman Arnett , Mayor Bury questioned whether parties affected had been notified and City Manager advised that a series of meetings had been held with the participants in the area , Motion carried on roll call vote , Councilman Petersen being noted absent . Councilman Rosselli moved to adopt ORDINANCE NO , 1417 APPROPRIATING $ 5 , 000 FROM UNAPPRO- PRIAYED BALANCE OF BUDGETED RESERVE OF GENERAL FUND TO PROVIDE FOR SUPPORT OF AND PARTICIPATION IN PROGRAMS CONDUCTED BY PROBE UNDER DIRECTION OF SAN MATEO COUNTY ECONOMIC OPPORTUNITY COMMISSION, seconded by Councilman Henderson and carried on roll call vote , Councilman Petersen being noted absent . DAMAGE CLAIM : Angie M , Cantu , 1220 Roosevelt Avenue:,. for property damages alleged to have been caused by negligence of City employees in watering City-owned property , denied and referred to insurance carrier on motion of Councilman Weymouth , seconded by Councilman Rosselli and carried . (MINUTE ORDER #69-168 ) COMMUNICATIONS : Diamond Shamrock Chemical Company with reference to complaints of neighboring residents , and their efforts being made to alleviate the odor problem . ( Copy sub - mitted to Council ) . Mayor Bury advised that he and City Manager intend to meet with Mr . Trechter , Operations Manager of this company , some time during September . San Francisco Bay Regional Water Quality Control Board agenda for regular board meeting , Thursday , August 28 , 1969 . Mayor Bury noted that he had received a copy of the Redwood Shores Government Operations Committee report . He advised also that a copy of the U . S . G . S . 1967 report was available to Council members for viewing in the City Manager ' s office . Councilman Arnett suggested that Council be given an opportunity to study the U . S . G . S . report and copy of transcript referred to . At a later time , Council committee could be set up to determine validity of the report itself , and conclusions drawn , to investigate items in the report now under consideration , and to insure that the City is carrying out recommendations set out in the report . He added that inasmuch as the matter has been in public print , and be - cause the Government Operations Committee report in his opinion represents an incomplete job of review , and finally , that the ultimate responsibility for safety in the project rests with the Council , they have the obligation to invest - igate more fully than the government report does . Councilman Rosselli stated he believed the entire Council should make this study and not a special committee , and transcript should be available to those consultants who had done the studies . He felt the matter appears to be the result of an internal dispute between FHA and Government Operations Committee . Since the Council also acts as Board of Directors for Redwood Shores , the question arose as to whether the Board could meet in private session , as any private corporation board of directors can do , and City Attorney advised that the Brown Act is applicable to Council ' s status as Board of Directors , as well as in capacity of City Council . Mayor Bury suggested that the City Manager , as Project Manager for Redwood Shores , arrange a special Council meeting and include Seismic Committee , DMJM and others concerned .
