4 L <br /> student to participate in more than one government group , resulting in broader ex - <br /> perience . <br /> Councilman Keckley was commended for his preliminary effort in initiating this pro - <br /> gram , and Councilman Henderson stated that effort should be made toput the program <br /> into effect as soon as possible , in view of the start of the school year . Council - <br /> man Arnett added the concept is similar to that in effect for many years at the <br /> State junior college level . He requested that Mr . Biggs respond to the following <br /> areas of concern : First , Mr . Biggts thinking as to the period of time individual <br /> selectees should be involved ; second , if the school authorities would make the <br /> selections , and third , what the criteria would be in making these selections . <br /> Councilman Keckley responded that the intention had been from the beginning to <br /> select a cross -section in all areas of the school . <br /> Mr . Biggs thanked the Council for the opportunity to <br /> discuss the program , and noted that the School had been <br /> attempting to interest students in involving themselves <br /> in government for some time , but with little success . <br /> He agreed with the opinion that the more young people <br /> included in the program , the better , and in addition , <br /> setting up student participation on a semester basis , <br /> fits in better with their organization . This approach <br /> would also lend itself easily to the School ' s Adminis - <br /> trative Government class . <br /> With reference to criteria for selection , and speci - <br /> fically with reference to selection geographically within <br /> the City , Mr . Biggs advised selection can be done on that <br /> basis if that is the desire ; however , the tendency is for <br /> the average class to represent a geographical balance <br /> naturally , and a residential breakdown would present no <br /> problem . He suggested getting together to determine <br /> criteria . <br /> Councilman Henderson commented that it was her belief that the School itself is <br /> in the best position to select the students to enter the program . Councilman <br /> Rosselli felt that the students themselves should have an opportunity to become <br /> involved in the preliminary planning of this program , and that the program should <br /> be open to all students , and not restricted necessarily to the best students . <br /> Mr . Biggs advised that because of summer vacation , students <br /> have not been available for such discussions . He requested <br /> Mr . Rich Payton , Instructor in American Government to add <br /> his comments , and Mr . Payton noted that he , too , is opposed <br /> to student government perpetuating itself . He believes the <br /> program would not necessarily have to be restricted to a <br /> given course or course level . All students are required to <br /> take Government and therefore eventually the program would <br /> get the coverage in any event . <br /> Mayor Bury stated his concurrence with the shorter term , with participation of a <br /> larger number of students , as the best approach . He added that he would not <br /> want the interning students to have the impression that they would have decision- <br /> making responsibility , from the standpoint that this would simply be a needless <br /> frustation for them . The objective is to get young people actively involved in <br /> the consideration process of government , if not the decision making . <br /> Councilman Henderson offered a motion to accept Councilman Keckleyts report and <br /> approve principle , and request recommendation for appropriate action to be taken , <br /> seconded by Councilman Arnett . <br /> After further discussion , it was recommended that Councilman Arnett join with <br /> Councilman Keckley to formulate final recommendations .
