448 <br /> Commission in not having a representative on the Citizens Committee for studies of <br /> General Plan , and need for closer communication with Council on planning park and <br /> recreation matters . He thereafter detailed the study made of future park sites <br /> which were felt needed , such as Union Cemetery , Friendly Acres , Lenolt area , Emerald <br /> Lake area , Redwood Shores , Redwood Village , Hoover School , Frank Tannery , golf <br /> course , enlargement of Community Park , Motorcycle Hill , etc . He expanded on other <br /> studies which the Commission had made for more " instant " parks for summer months <br /> which would help areas in need of such facilities , and many other areas of land , either <br /> for acquisition by City for future park expansion , with warning given of land which <br /> had been lost due to delay and lack of funds . He acknowledged diligence of City <br /> Manager in acquiring Canyon Road park property . <br /> Mr . Stuart also mentioned Commission ' s long time desire to increase Community Park <br /> area by acquiring five acres in covering creek and which had been in planning <br /> discussion since 1965 . He also outlined how instant or temporary park lands could <br /> be created . Also indicated if a bond issue is required for Civic Center that park <br /> and recreation funds might also be included . <br /> Councilman Rosselli noted possibility of Police Youth Club being expanded and how <br /> an offer had been made by Circle Star Theatre to help raise funds . Subject of <br /> Hetch -Hetchy changes noted which would also make possible a more permanent use of <br /> this right -of -way for recreation possibilities ; National Guard Armory land and building <br /> also mentioned and suggestions noted for converting use into a reacreational program , <br /> either with or without the building . <br /> Councilman Weymouth questioned status of PCA funds which over the years were to <br /> have been applied to recreational use in City . Commissioner Stuart reported on his <br /> attempting to seek a contact with PCA concerning the purchase of the Canyon Road <br /> property for recreational use , and his inability to do so . It was suggested that <br /> Staff ascertain the present status of PCA funds and intent as to their use , or if <br /> changes had been made which preclude such funding , and report back to the Council <br /> and Park and Recreation Commission . Mayor Bury stated he would be willing to meet <br /> with PCA representatives and ascertain their present policy . <br /> It was also suggested that Park and Recreation Commission prepare a report relating <br /> to funding which was felt needed for a bond issue and make a recommendation , including <br /> priorities , costs , etc . , and report to Council such findings . <br /> Commissioner Knecht reported further on " Target Area" and his feeling that only <br /> solution would be for this area to be annexed to City to be under one jurisdiction <br /> as area now being under both City and Council , Federal aid is a difficult problem . <br /> He reported on the tour that he had made with representatives of HUD with Councilman <br /> Rosselli and others , and the location on Middlefield Road , 2300 Block , which he felt <br /> to be a good choice for a community building , although other sites also investigated . <br /> He also felt need existed for placing several more mini parks in this area before <br /> next spring and school is out , and made other suggestions for which area in need and <br /> hope that County and City will work together . He stated it is now apparent from <br /> ;•? 3 '69 <br />
