451 <br /> ( 2 ) Problems presented , even if position changed favorably <br /> by FHA and Corps of Engineers as to whether FHA can reinstitute <br /> financing without a new earthquake study by the U . S . G . S . , <br /> and of their office doing all possible to expedite matters in <br /> order that FHA mortgage insurance can be recommenced . <br /> Congressman McCloskey had also noted the Redwood Shores <br /> representatives being in Washington and of his helping <br /> to set up meetings with the appropriate agencies involved <br /> at FHA and USGS , but that at this time neither FHA or <br /> VA will insure further development at Redwood Shores or Foster <br /> City until the dike question is resolved with both develop - <br /> ments , and the USGS report with respect to Redwood Shores is <br /> resolved ( copies to be submitted to Council ) <br /> Further questions asked of Mr . Niklaus concerning how Council , as Board of <br /> Directors of this District , could expedite the resolving of this situation <br /> and length of time which might be anticipated before this issue resolved <br /> because of City ' s concerns and responsibility to this District . Mr . Niklaus <br /> also was questioned as to the legal possibility of the Subcommittee <br /> Congressional hearing be reopened because of certain allegations and inadequacies <br /> noted in the transcript of the hearing with reference to construction in <br /> Redwood Shores , with view of rescinding these allegations . Mr . Niklaus <br /> stated he was unable to reply as to legality of this particular possibility , <br /> but believed it was the intent of governmental agencies to respond to <br /> recommendations of Committee reports but that this issue was an internal one <br /> within the Governmental Agencies and it was the responsibility of Congressional <br /> Committees to see that agencies do what is required with least detriment to <br /> local communities and their development , and of Congressman McCloskey ' s <br /> willingness to do all possible to expedite the resolving of this situation . <br /> Mayor Bury expressed appreciation of report presented by Mr . Niklaus on <br /> behalf of Congressman McCloskey and again offered aid of City Staff , copies <br /> of professional studies that had been made with reference to Redwood Shores , <br /> and expressed appreciation of City being informed of progress on this situation . <br /> City Manager advised that not only the regularly scheduled progress report <br /> was to be made on Redwood Shores by representatives of DMJM on the design <br /> and construction , but that Mr . William Moore , of Dames & Moore , Consulting <br /> Engineers in applied earth sciences , Mr . Cloud of U . S . Coast Geodetic Survey, <br /> Coleman Johnson , President of Leslie Properties , Inc . , as developer , would <br /> also make presentations to Council relating to present status of Redwood Shores . <br /> He also advised Council that he was given a schedule of meetings to be held <br /> and had indicated that District should be represented wherever possible and <br /> appropriate , and had been assured by Congressman McCloskey he would endeavor <br /> to make such arrangements . <br /> Mr , Blair , of DMJM , advised report to be made would <br /> be brief as to construction program in order to allow <br /> more time to the more topical subject now at issue , <br /> as Mr . Moore present to give a report on his recent <br /> activities on the present situation and also to <br /> explain how criteria developed for seismic protection , <br /> and also a representative present from the U . S . Coast <br /> & Geodetic Survey to report on seismic installations . <br /> en', '69 <br />
