4 5 0 <br /> Councilman Rosselli requested permission to attend an " EOC " seminar in Monterey <br /> September 26-28th , and a Labor Relations Conference in Hayward September 19th <br /> and 20th . Councilman Henderson asked that she also be given permission to <br /> attend the Conference in Hayward . Councilman Arnett moved to grant permission <br /> for attendance at the two conferences as requested , seconded by Councilman <br /> Weymouth and carried . August 25 , <br /> 1969 , and Minutes of Adjourned Regular Meeting of September 3 , 1969 ( Community <br /> Activities Building ) seconded by Councilman Henderson and carried . <br /> Mayor Bury on behalf of Council presented to Gene Kohi.mann a framed copy of a <br /> Resolution previously adopted by Council commending him for winning the North <br /> American crown for one -man sailboat racing , and ably representing the United <br /> States in the contest for the world championship in France for OK dinghy racing <br /> Loyalty Oath administered by City Clerk , and Certificate of. Appointment presented <br /> by Mayor Bury to William Floyd , Jr . , newly appointed to the Planning Commission , <br /> REDWOOD SHORES - Monthly Progress Report . <br /> Mayor Bury announced that part of the report to have been made on Redwood Shores <br /> had been a scheduled appearance by Congressman McCloskey , but that because of <br /> his inability to attend his local representative , David C . Niklaus , was present <br /> with a message from the Congressman . <br /> Mr , David Niklaus explained Congressman McCloskey had <br /> been detained by official business in Washington , but had <br /> dictated to him a message relating to the present Redwood <br /> Shores situation wherein it was stated their offices were <br /> following up on the two specific aspects : <br /> ( 1 ) Question of the safety criteria of the dikes which <br /> the FHA will require as discussion under way in Washington to <br /> reverse the FHA determination to require a 1 . 5 to 1 safety <br /> factor under 10% seismic loading condition , and the hope <br /> that negotiations between the recognized authorities in this <br /> field will result in the acceptability of the 1 to 1 safety <br /> criteria ; <br /> ' 3 '69 <br />
