4k35
In answer to question why a " furor " hadn ' t been raised earlier , since reference
made in Congressional report of earlier studies , areas where difference noted
and questionable as to kind of fill material , " cohesive or granular" Mr . Moore
stated that questioning , in his opinion and that of Seismic Advisory Board , felt to be
unsound and answers not entirely known as a technical judgment and still being
researched , rarticul arl T with reference to nuclear power plant installations in
various parts of the country . He emphasized seismic study made for Redwood Shores
unioun and comparable only to that perhaps for such nuclear installations ,
Mr . Moore further explained fill material and criteria studies as to soils , but
pointed out it should be kept in mind that all of California , a known earthquake
area , similar in effect to other areas being known as hurricane areas , etc . , but
that misinformation and publicity most damaging to the economics of our State .
Upon conclusion .of Mr . Moore ' s presentation , City Attorney specifically asked whether
Mr . Moore , in his professional opinion , after having read all the official reports
submitted by governmental agencies in this present issue , had any reason or any
cause for changing recommendations made in the 1. 965 Seismic Study for Redwood Shores .
Mr . Moore replied he had no reason at all. to chance recommendations made , and no
. n r ormation had been submitted to warrant stopping the project .
City Manager announced that representatives of. the Coast and Geodetic Survey had also
been asked to make a report to Council since installation and monitoring of seismic
instruments had been one of the recommendations followed by the Council as Board of
Directors for Redwood Shores * He also noted that report by Mr . Reiter of award of
several million dollars for construction included Parkway Bridge , and that it was
again contemplated that District would consult with the Coast and Geodetic Survey
group for installation of another seismic instrument near this bridge structure ,
thereby indicating research recommendations on seismic study still continuing .
Mr . William Cloud , Chief, of the Seismological Field
Survey , of Coast and Geodetic Survey , reported how their
group had maintained a network of strong motion seismic
instruments since 1930 in order to obtain information , such
as measurements of earthquakes basic to development of
criteria for design of earthquake resistant structures . He
advised of recent emphasis being placed on soils for infor-
mation as to shifting geological effects and need to gain
knowledge how various solid "modify " . He related why Redwood
City area had been particularly chosen , as one of several
areas , for placement of these seismic instruments because
geologically well known as being; near to the San Andreas fault
and also only moments away from their Menlo Park office .
He further advised how these instruments purchased by Redwood
City were located in Shores , type of soil for each location ,
`^ and hope of adding additional instruments . He also reported
on the cooperation given by other agencies interested in
this research program .
U '
