Mr . Morrill , Assistant to Mr . Cloud , and a physical <br /> science technician , described from illustrated chart <br /> the location of the array of the three strong motion <br /> seismographs and how measurements could be made in three <br /> different directions , all being interconnected by radio and <br /> how data recorded . He stated it was their hope to extend <br /> such installation throughout the Bay Area . <br /> In reply to further questioning on how data acquired and its <br /> use , and why Government hasn ' t furnished funds to further <br /> advance this type of program if needed , in view of concern <br /> at this time to extent of shutting off FHA financing , Mr . <br /> Morrill agreed that little money is offered by the govern- <br /> ment to establish an array needed for this whole area , as <br /> more and more interest being evidenced for such data . <br /> City Manao'er thereafter asked that Mr . Blair , President i.dent of DMJM , summarize proceedings <br /> on this issue to date. and advise Council of their position as Consultants . <br /> Mr . '? lair stated he felt last remark mane concerning growing <br /> interest in research studies most significant as pointed out <br /> the concerns of people not only with earthquakes , but in <br /> general problems of transportation , air and water pollution , <br /> etc . He also confirmed fact that Redwood City is one of the <br /> few cities which are participating in this type of research , <br /> perhaps being the only City on this type of program on its <br /> own initiative . <br /> He advised present situation involved a great deal of dis - <br /> cussion on a mixture of subjects ranging from technical to <br /> administrative and Political . He , too , felt concern about <br /> the conclusions which resulted from the Congressional hear - <br /> ings , and felt if hearings could be reopened he believed both <br /> their firm , other consultants and Seismic Board , could make <br /> a valuable contribution to these hearings , as it seemed to <br /> be indicated that Redwood Shores was caught in a Federal <br /> inter-agency dispute . He stated their firm, as principal <br /> consultants to the District , would recommend the project as <br /> previously stated as being feasible . He advised their firm __ <br /> had submitted all reports and technical information avail - <br /> able to those interested and also felt , however , one point <br /> resulting from Congressional report of safety factor ratio <br /> of 1 . 5 had been inappropriately used with regard to their <br /> conclusion , and should be clarified should additional test - <br /> imony be permitted . <br /> City Manager then stated he had asked Mr . Coleman Johnson , President of Leslie <br /> Properties , Inc . , to present a summarization as developer for Redwood Shores , and <br /> also give a brief report of his recent trip East on the present issue , <br /> Mr . Johnson advised of the contacts which had been made <br /> with California Senators and Congressman McCloskey , and <br /> their interest and concern , but of indication given that <br /> present situation resulted in Redwood Shores being the <br /> unfortunate victim of an inter-agency battle . He also <br /> advised of his having met with Mr . William Ross , of FHA , <br /> which resulted in permission being given for builders to <br /> go forward with continued FHA inspection of housing in <br /> normal course of construction , pending resolution of this <br /> problem , and that builders are anxious to continue on this <br /> basis . He further stated no evidence of any change in cir - <br /> cumstances presented since the time of Feasibility Study and <br /> Seismic Study and that this problem will be resolved in due <br /> course , and hopefully soon . <br /> in reply to purpose of continuing inspection of construction <br /> by FHA , Mr . Johnson advised that , upon resolving of this <br /> present problem, FHA would be in position to then insure <br /> homes constructed during this interval without further <br /> delays . <br /> SE? 8 '69 <br />
