7 <br /> a, <br /> The following appeared : <br /> Harry Happ , 2509 Carson Street , stated he had lived there <br /> 19 years and no problem existed , except for erosion on one parcel ; <br /> he advised retaining walls which were built had been installed <br /> by contractor during subdivision improvements and under building <br /> permit by City . <br /> E . J . Sloan , 2502 Goodwin , spoke of problems of erosion and felt <br /> more improvements needed but wanted trees protected in area , also <br /> noted improvement need for culvert at Connecticut . <br /> Ella Butterfield , 2321 Carson , suggested improving culverts <br /> at several streets in area . <br /> Harold Olson , 2570 Goodwin , protested improvements and suggested <br /> improvements to culverts under street . <br /> Burrell Jackson , 2819 Carson , advised of having presented two more <br /> protests against improvements for this creek area . <br /> Nat Garibaldi , 2803 Carson , agreed need of improvements should be <br /> settled by engineering studies , not by votes , and spoke of need <br /> for improvements in specific areas where erosion does exist . <br /> In response to question on " spot improvement " possibilities under this bond issue , <br /> City Attorney advised if this meant improvement of portions only of a creek bed , <br /> question would then arise if would result primarily in benefit of individual pro - <br /> perty owner , and if this the case , would not be to general purpose and intent of the <br /> District . If it should be proved a spot improvement would be of benefit to entire <br /> area and resulted from engineering study recommendations , it might be possible to <br /> construct less than full channel improvements , but again stressed spot improvements <br /> would have to be justified by engineering reports . <br /> Charles Seals , 2522 Goodwin , reported on erosion problems on <br /> his own property and expenses involved , and felt improvements <br /> needed and trees could be protected if planned correctly . <br /> Wayne Shipley , 2511 Carson , favored spot improvements as bene - <br /> fitting entire block and would still leave creek in its natural <br /> state . <br /> In reply to questions concerning culverts under streets in this <br /> area , Mr . Batsford advised drains most important and most problems = = <br /> due to debris blocking flows , but assured culverts would be checked <br /> in any channel work . <br /> After further discussion , City Manager advised Staff would recommend : <br /> s ,t <br /> ( 1 ) that Council authorize deletion of improvements upstream from the Alameda and <br /> ' f V <br /> J� <br /> direct Staff to investigate possibility of spot improvements in this area , if in <br /> best interests of total project , and ( 2 ) that Council authorize Staff to proceed <br /> with preliminary engineering studies for area from Alameda to Connecticut and report <br /> back to Council . <br /> Councilman Weymouth moved to authorize Staff to proceed as recommended , seconded <br /> by Councilman Keckley , Councilman Henderson suggested a general cleaning up of this <br /> section be included as a consideration along with the spot type impovement possibility <br /> to which City Manager advised a check would be made to ascertain if this might not <br /> help improve the flow of water . <br /> Councilman Rosselli suggested continuing action on this section for a further review <br /> of past history on Council commitments for this area .
