I' <br /> Councilman Henderson asked that since she had not been present during recent dis - <br /> cussions on this issue , would like to indicate she did not support recommendations <br /> of Council nor could see any benefit from reopening hearings in Washington , as <br /> felt studies should be made of the Corps of Engineers report before requesting <br /> release of additional units for FHA approval . She also indicated other areas <br /> wherein she disputed points . <br /> PUBLIC HEARING , Underground Utility District , No . 69 -1 , Woodside Road , declared open <br /> and affidavits of publication , mailing and posting ordered filed . <br /> Council on October 13 , 1969 , adopted Resolution of Intention to form the District <br /> setting public hearing for this date . It was also noted County of San Mateo <br /> had granted to City extra -territorial jurisdiction over the parcels included in <br /> the District , but outside the City Limits . <br /> Mr . Neil Turner , owner of property at 1890 Valota Road , <br /> corner of Woodside and Valota, questioned amount of costs <br /> involved , whether easements to be required , and why he had <br /> not had more notice of this involvement prior to this <br /> public hearing . <br /> City Manager advised of the public information clinics that had been held prior <br /> to this public hearing , with a majority of property owners in attendance , where <br /> explanations were given as to the proposed formation of this District , and that <br /> Council established policy that there would be no direct assessment against the <br /> individual property owners abutting Woodside Road for the cost of undergrounding <br /> other than the expense of converting from a rear line overhead service connection <br /> to a front line underground connection where appropriate . He added if property <br /> served from the rear and it was found possible such service could be continued <br /> from the rear , there would be no involvement at all . <br /> He advised the only easements necessary to be obtained were for space for placing <br /> of pad mounted transformers , etc . , and such easements were being obtained by <br /> individual contact of property owners , where such space needed , by PG&E repre - <br /> sentatives now in the field . He also noted there had been no legal requirements <br /> for holding of the informational clinics prior to this hearing but held for <br /> courtesy to property owners , but legal notice had been made of this public hear - <br /> ing by both mailing and publication , <br /> Mr . Carl P . Martineau , Jr . , City ' s consulting Electrical Engineer for this <br /> project , advised Mr . Turner ' s property was one of those parcels found to be <br /> ably serviced from the rear of his property on Valota Road , and he would , there - <br /> fore , not be involved in this District . <br /> Mr . Sherman Henry , 2145 Woodside Road , requested his <br /> property be excluded from this Undergrounding District <br /> as outside of the City and unincorporated area of County , <br /> and reason for placing terminus at Churchill Road . <br /> :k' : TS <br />
