Request for sewer connection to property outside City Limits , Elizabeth Aspinall , 2823 Brewster Avenue , Redwood City , It has been determined by Staff after investigation that it will be possible to connect line from this property into sewer on Alameda de las Pulgas . Councilman Weymouth moved to adopt RESOLUTION NO , 6149 GRANTING CONDITIONAL SEWER CONNECTION PERMIT TO PREMISES SITUATE OUTSIDE CITY LIMITS PURSUANT TO SECTION 27 . 21 . 1 OF THE CITY CODE ; AND, STATING CONDITIONS THEREOF AND FEES THEREFOR ( ASPINALL ) , seconded by Councilman Henderson . Council questioned annexation possibilities and City Manager advised request has been on file for some time , but is not legally possible as it would create an unincorporated " island " . The home is presently tied in to the house in front of it , and both then go on a common lateral . The owner has requested per - mission to rectify the situation , and has expressed wish to annex , but this would not be legally possible unless joined by Kensington , which area has already rejected annexation twice before . He informed Council also that the applicant is receiving City water service , and in addition , pays the sewer charges . Motion carried on roll call vote . Councilman Arnett moved to adopt ORDINANCE NO . 11434 APPROPRIATING 54 , 000 FROM BUDGETED RESERVES OF THE GENERAL FUND TO APPROPRIATION FOR EMPLOYEE SERVICES FOR POLICE PROTECTION , seconded by Councilman Henderson . Ordinance was intro - duced at Council meeting of October 27 , 1969 , and affidavit of publication is on file , Appropriation is for anticipated payroll costs relating to policing Downtown Christmas Festival . Motion carried on roll call vote , Councilman Rosselli voting no . COMMUNICATIONS : Notice from League of California Cities , Peninsula Division , of next meeting to be held on November 13 , 1969 , Villa Hotel , San Mateo , and advising that Mr . Richard " Bud " Carpenter to be the speaker on the subject of '' Law on full disclosure affecting public officials . " Earlier notice had advised Supervisors from Santa Clara , San Mateo and San Francisco Counties as well as State Legis - lators were to be invited to attend . San Francisco Bay Conservation and Development Commission ( BCDC ) advising of new Commission responsibilities since adoption of legislation at last session of legislature , and making known certain requests for information from cities which will be needed by them hereafter ( copies submitted to Council and Departments involved ) . County of San Mateo Human Relations Commission requesting that City Councils within the County adopt resolutions or ordinances urging that a specific poster produced by the California Fair Employment Practice Commission ( FEPC ) re - garding State fair housing laws be posted in any and all offices having to do with the sale or rental of housing within San Mateo County or respective municipalities . ( Copy submitted to Council ) Council of City of San Mateo urging Council ' s support in adoption of a resolution urging the early completion of the acquisition of the Point Reyes National Seashore .
