Councilman Weymouth asked Police Chief if it is possible to enforce on this <br /> premise with present personnel , and response was that it would depend on length <br /> of time it takes for public to respond - - if it took any length of time , it <br /> would not be possible . He asked that motion specify "not to exceed 5 MPH lee - <br /> way" , and added that clocking a car with another vehicle would require more <br /> tolerance , but with radar unit can be more definitive . Councilman Arnett asked <br /> if there is need at this time to increase number of radar units for the City , <br /> and Police Chief advised he would like to report back in ninety days . Motion <br /> carried . ( MINUTE ORDER #69 -225 ) <br /> Councilman Keckley began discussion on the proposed ordinance relating to parking <br /> restrictions , and requested Deputy Clerk read Traffic Engineer ' s report into the <br /> record . Police Chief reported his Department had run a survey of the entire <br /> City on a typical night to determine how many and what types of vehicles were <br /> parked overnight on public streets , Of approximately 7 , 000 vehicles , 240 were <br /> commercial , 158 were camper type , 27 were trailers and 5 were boats , parked on <br /> public streets . He added that 30% of accidents were due to violation of right - <br /> of -way , and contributing factor is obstruction of view due to vehicles that <br /> cannot be seen through or around because of size . The ordinance under con - <br /> sideration is intended to prevent obstruction of view by requiring that specified <br /> vehicles be parked elsewhere than on the streets . <br /> William F . Campbell , 1362 Regent Street , stated <br /> he owns a camper , but lives on a very narrow street , <br /> and there are no facilities without extra costs . <br /> Street previously was a cul -de -sac until the City <br /> opened it to provide access to apartment building <br /> and he has no room in driveway for parking . <br /> Frank Fitzhugh , 270 Lincoln , advised he owns a <br /> camper , which he uses for transportation to and from <br /> work , as well as a boat , but has only one garage , <br /> in which the boat is kept . There is no other park- <br /> ing available to him except the street . <br /> Carl Fallstead , 32 Meadow Lane , objected to the <br /> proposed ordinance ; has a single-car garage and <br /> four vehicles in family, one a camper , and this is <br /> his only recreation * <br /> Ed Glass , 1671 Hampton , appeared to complain about <br /> a moving van parked near his home for an indefinite <br /> period ; that there had been several near collissions <br /> because of it ; Police have not acted , and owner not <br /> available . <br /> Mayor Bury advised referring this type of matter to Police Chief , and because <br /> violations must be documented , enforcement sometimes difficult . ( Memo 11/12/69 ) <br /> H . A . Nelson , Wellesley Crescent , appeared in <br /> support of the ordinance , and believed all vehicles <br /> should be included so street sweeper can do its <br /> work properly . He also reported ininerants use the <br /> small park for overnight stops , Ordinance would give <br /> Police the means to eliminate this kind of thing . <br /> Joe McPheeters , 735 Harrison , opposed proposed ord - <br /> inance and saw no objection to parking campers in <br /> residential areas ; felt that if a vehicle is obstruct - <br /> ing view , giving a citation would be the solution . <br /> HW 10 '69 <br />
