27
It was pointed out by Council that issuing a citation for obstructing vision
after the fact of an accident would be no consolation . It was also noted that
obstruction of view interferes not only within certain range of an intersection ,
but also for drivers coming out of driveways .
Timothy Thomas , 645 Elm, advised Council he owned
a shell camper , no larger than a station wagon .
Police Chief noted that ordinance would affect only those vehicles exceeding the
dimensions of original make of the vehicle .
Gene Ayers , 1699 Alameda , stated he owned a camper ,
and that if required to park in driveway , would create
more of a hazard in entering street from driveway
than if allowed to park in street .
Albert Swanson , 288 Jeter Street , requested clarification
of time specified in ordinance .
With reference to a question whether certain areas of City had a preponderance
of one -car garages , Planning Director stated there are some of this type in
most areas of the City, particularly in the older portions . Mayor Bury noted
the formation of recently formed Citizens Committee whose recommendations
reflect the consensus of the Ordinance Committee . Subjects of concern included
parking on streets interfering with street sweeper and the general appearance
of parked vehicles in residential streets .
Doris Thompson , 49 Elwood , gave her reasons for
objecting to on -street parking of various vehicles
and felt in particular those which cannot be seen
through are hazardous , regardless of the type .
Councilman Petersen moved to introduce ordinance amending Section 20 . 101 of the Code
of the City of Redwood City , Relating to Parking Restrictions for Certain Vehicles ,
seconded by Councilman Weymouth .
Councilman Henderson questioned whether matter had been before the Planninc
Commission in any detail , and Planning Director stated Planning Commission had
never undertaken formal consideration of parking trucks or campers on streets ,
but parking on front driveways considered through a number of public hearings .
He advised further that Planning Commission jurisdiction stops at the street line .
Councilman Henderson noted she supports the contents of the proposed ordinance and
feels it is an attempt to insure conditions for better safety and for surveillance
by police during the night . Since this is first public discussion , recommended
postponing action until the next meeting , to permit citizens to express views .
Councilman Arnett agreed that one week postponement would be desirable , and
added punitive aspects concerned him, and felt there might be alternatives to
enable compliance with the proposed ordinance for those who presently do not have
parking facilities to do so .
my10 ' n
