38 <br /> problems are evaluated on the basis of known facts , the best known of which resulted from <br /> the 1906 San Francisco earthquake . He stated that photos of downtown San Francisco of <br /> buildings on unengineered fill after the earthquake , before the fire , showed that properly <br /> constructed buildings performed well , and observed that damage in the recent Santa Rosa <br /> earthquake indicated much greater damage than would be expected in Redwood Shores . He <br /> noted that most seismic research is done by the U . S . Coast and Geodetic Survey , not <br /> USGS , and that the latter does not evaluate as to the severity of potential hazards . He <br /> pointed out that engineers design in terms of experience , and with the safety of people <br /> in mind * <br /> Mayor Bury introduced Senator Dolwig who stated he felt the basic question was whether <br /> the dikes are to conform to the 1 . 5 : 1 or 1 : 1 standard , and asked Mr . Moore whether the dikes <br /> can be brought to the 1 : 1 standard . Mr . Moore stated he believed this can be done , and , <br /> therefore , brought to the Corps of Engineers requirements . He added that whatever criteria <br /> are applied in Redwood Shores should be applicable to other areas also , such as hillside <br /> areas , Southern California , and the entire Bay Area , but believed if this is done , construction <br /> in California would stop . Senator Dolwig reviewed the controversy over the BART tube under <br /> the Bay , noting that the same questions were raised , that California made its decision to <br /> proceed with the construction , and that it is up to the federal government to likewise <br /> make its decision . <br /> Assemblyman Britschgi , noting that he was an author of legislation making Redwood <br /> Shores possible under the District procedure , commented on his surprise at the present <br /> controversy , but complimented the Council for conducting an open meeting on the subject so <br /> that Congressman McCloskey could report back to Washington with proper information . He <br /> felt that the differing opinions about the 1 : 1 and the 1 . 5 : 1 ratio were ridiculous and <br /> noted that he lives in an area in Sacramento where the ratio is 1 : 1 . He suggested that <br /> Congressman McCloskey remind the Federal Subcommittee of theWestlake area in Daly City , <br /> which lies directly over the San Andreas Fault , and which was declared a disaster area <br /> in 1957 following an earthquake , but that to his knowledge there were no changes in FHA <br /> or VA loans for that area following the quake , whatsoever , and apparently no concern <br /> with reference to continuing to build in that area . He concluded that the question now <br /> seemed to be how to repair the damage resulting perhaps from lack of information , and felt <br /> that the economy of the entire Bay Area is being adversely affected by the delays in the <br /> project , <br /> Mr . James Hinson , Redwood Shores Homeowner ' s Association , addressed Congressman McCloskey <br /> with regard to finding a simple solution to the FHA -VA participation , since a significant <br /> number of families in Redwood Shores carry , or intend to carry , earthquake insurance cover - <br /> ing 95% of their loans , which would protect the government agencies from any significant <br /> financial loss in the event of earthquake damage . Congressman McCloskey responded that <br /> there is a very real possibility that the answer would be through an insurance program , <br /> and noted that presently HUD is conducting an investigation regarding earthquake rates , <br /> which he understood was approximately $40 per year .
