A question was raised <br /> as to whether the motion was intended to preclude formal hearings at a later time , <br /> if that is desired , or the participation by the Council , if necessary . Motion <br /> carried . ( MINUTE ORDER #69 -229 ) . <br /> Councilman Henderson moved that Council request FHA proceed as quickly as possible <br /> with the Corps of Engineers and USGS studies that were indicated in the GOC reports . <br /> Councilman Keckley felt that the motion just acted upon , indicating that informal <br /> hearings be requested , placed the matter in the hands of the Congressman for his <br /> recommendations and guidance . Motion seconded by Councilman Keckley after further <br /> discussion . Councilman Arnett wanted the record to show that nothing in the motion <br /> indicates at this point any lack of confidence or any reticency in the adequacy or <br /> advice in the 1965 Seismic Report to the City commissioned by the City through DMJM <br /> and Dames and Moore . After further discussion , motion lost on roll call vote , <br /> Councilmen Arnett , Petersen , Rosselli and Mayor Bury voting no , Councilmen Henderson <br /> and Keckley voting yes , Councilman Weymouth being noted absent . <br /> Mayor Bury called a five minute recess at 10 : 30 P . M . <br /> Continued PUBLIC HEARING , application of LARRY M . REED to amend the Zoning Map to <br /> rezone property located at 1903 Bayshore ( Lot 1 , Block 2 , Friend Industrial Tract , <br /> from " IR" ( Industrial -Restricted ) District to " IR -T " ( Industrial -Restricted - Transient <br /> Residential Units Combining ) District . <br /> Staff reported this public hearing had been continued without opening on October 13 , <br /> 1969 , since a public hearing held at that meeting on Resolution of Intention of the <br /> Planning Commission to rezone a larger area to the same rezoning included applicant ' s <br /> property . Council was advised Ordinance No . 1130 . 105 , rezoning area including <br /> applicant ' s parcel , is now effective , and that these proceedings should be terminated . <br /> Councilman Keckley moved to terminate proceedings , seconded by Councilman Rosselli <br /> and carried . ( MINUTE ORDER #69 -230 ) <br /> Councilman Arnett moved to adopt RESOLUTION NO , 6161 ACCEPTINGPUBLIC AGENCY PERMIT FROM <br /> THE STATE OF CALIFORNIA AND AUTHORIZING ITS EXECUTION, seconded by Councilman Henderson . <br /> Staff reported construction of the Strategic Consolidation Sewerage Plan ( SCSP ) <br /> submarine outfall line requires the obtainment of easements from the State Lands <br /> Commission to permit crossing submerged lands under their control , and that City <br /> had made application for a permit for the construction , operation and maintenance <br /> of facilities to be provided under SCSP . <br /> tam - •89 <br />
