She also felt additional studies were <br /> needed in area where dike does not meet the Corps standard of 1 : 1 . <br /> Councilman Keckley noted portion of Corps of Engineers report which continued to <br /> imply that Dames & Moore and DMJM studies were paid for by Leslie and possibly the <br /> underlying reason for the investigations , and since point continually brought up , <br /> thought it important to make it crystal clear whether the studies were paid for by <br /> the District or developer , Leslie . Mr . Blair , of DMJM , stated their firm under <br /> contract to the City only . City Manager confirmed this , and added that DMJM is <br /> under contract to the City and GID 1 -64 as project engineers , and that contract was <br /> negotiated by Staff , approved by Council , funding for which goes through his offices , <br /> bills appear monthly on warrant register and thereafter approved by Council . He <br /> continued that Dames and Moore serve as soils consultants to DMJM . <br /> Mr . David Niklaus , representing Congressman McCloskey , responded to several questions <br /> by Council by advising that the Congressman is satisfied as to the relationship <br /> between the consultants and the City , the earlier confusion apparently being on the <br /> part of FHA and the reasons for the questions was merely for distinct clarification . <br /> The Corps of Engineers , he advised , has sought additional data compiled by Dames & <br /> Moore and utilized some of that data in their report . However , he understood <br /> additional core samplings are necessary before the Corps can draw conclusions . City <br /> Manager noted that the questions of funding for additional studies is one that will <br /> have to be resolved , but added that studies in the past , conducted for the benefit <br /> of the District , have been paid by the District . <br /> Councilman Petersen indicated his regret at not having had the opportunity to respond , <br /> before the Congressman left the meeting , to his expressing the opinion that the <br /> nature of financing in Redwood Shores was unusual , in that failure to continue with <br /> new units works a hardship on already developed portions . He felt that had FHA <br /> released to the City and Leslie Properties correspondence between the local FHA office <br /> and Washington with respect to the intention to insure no further loans in Redwood <br /> Shores , the present situation would not have developed . He noted the efforts of <br /> the District in obtaining strong motion seismic instruments , prior to proceeding <br /> with the development , and the reluctance at that time of the federal government to <br /> expend funds for related matter , which it is now being indicated will be done and at <br /> a greater cost . He emphasized the fact that seismic studies were decided upon several <br /> years earlier , well before the project was begun . <br /> Mayor Bury pointed out that , while there has been discussion relative to economics , <br /> etc . , he felt it should be understood that no one present would want to do anything <br />
