Thus , one individual could represent <br /> the City , and discuss the alternatives open to the City after his meeting with <br /> Subcommittee Chairman John Monagan . He said he thought the options were : a formal <br /> meeting of the Committee , either in Washington or here ; an informal meeting of the <br /> Committee and its Staff , with FHA representative participating ; and third , that FHA <br /> restore its financing as soon as the dike safety question is resolved , an alternative <br /> which has been discussed in the past several weeks . <br /> ( Congressman McCloskey , State Senator Dolwig , and Assemblyman Britschgi , left the <br /> meeting at this juncture due to prior commitments . ) <br /> Mr . He stated that the cost <br /> of labor is not entirely to blame for the cost of construction , but that such matters <br /> as delays in construction , in this case resulting from federal agencies , costs of <br /> meetings , etc . , all go into the ultimate price . He concluded that it was his opinion <br /> that Redwood Shores will be a fine community and that hazard from earthquakes would <br /> be no more there than in other communities in the Bay Area . <br /> Councilman Henderson observed that the federal hearings appeared to be one -sided , and <br /> felt the Congressman had been remiss in failing to notify the City, which he represents , <br /> of the hearings in advance . He noted that the federal involvement and expenditure <br /> of funds for the expansion of the San Francisco airport , and the recently completed <br /> San Mateo Bridge was not altered by existence of potential earthquake hazards , and <br /> stated that such federal activity indicates that Redwood Shores is being discriminated <br /> against . <br /> Councilman Arnett stated that problems should not be left as such , but that all <br /> problems have solutions , and indicated that the Congressman ' s suggestion to proceed <br /> with informal hearings was a good one , and that formal hearings still could be <br /> conducted later , if necessary , He recommended that the Council ask Mr .
