2 2 <br /> Minutes of Regular Meeting <br /> Redwood City Council <br /> February 10 , 1969 7 : 30 P . M . <br /> Meeting called to order by Vice -Mayor Petersen in the absence of Mayor Bury . <br /> Pledge of Allegiance led by Councilman Henderson . <br /> Invocation led by Reverend Donald J . Cunningham, Woodside Road Community Methodist <br /> Church . <br /> Mayor Bury entered the meeting . On ROLL CALL the following were noted present : <br /> Councilman Dixon Arnett , Mary W . Henderson , Herbert G . Petersen , John S . <br /> Rosselli , Ray A . Weymouth , Mayor Robert H . Bury , and City Clerk Helen C . <br /> Moore . Councilman Keckley was noted absent . Also noted present were City <br /> Manager Howard C . Ullrich , City Attorney David E . Schricker, Assistant City <br /> Manager Henry V . Burget , Captain Joel Mansfield , Director of Public Works <br /> J . Louis Scherer , Planning Director Ken Schroeter , Auditor-Accountant <br /> Jack Ference , Chief Building Official Charles Gyselbrecht , Recreation Direct - <br /> or A . S . Morton , Park Superintendent Pasco Baizarini , and Deputy City Clerk <br /> Marian McCrindle . <br /> Councilman Petersen moved to approve Minutes of February 3 , 1969 , as mailed , <br /> seconded by Councilman Arnett and carried . <br /> Loyalty Oath administered by City Clerk and Certificate of Appointment presented <br /> by Mayor Bury to James Coffis , as newly appointed member of the Park and <br /> Recreation Commission , <br /> PUBLIC HEARING, Resolution of Preliminary Determination , BEL AIR WAY IMPROVEMENT <br /> DISTRICT , declared open and affidavits of publication and posting ordered <br /> filed . City Clerk reported a communication had been received from <br /> Raymond A . Harder , 50 Bel Air Way , requesting <br /> a continuance of this hearing because of his <br /> absence from the continental United States <br /> and his desire to be present and comment on <br /> the proposed Assessment District . <br /> City Clerk advised she had notified Mr . Harder that since this hearing date <br /> had been officially set and notice published , it could not be postponed but <br /> that his communication would be read at the Council meeting , and Council <br /> could continue the hearing thereafter . <br /> Helmut Frank , ( Lot 42 , block 204 ) discussed costs <br /> of assessment against his property which mainly <br /> fronted on Jefferson Avenue but access only on <br /> Bel Air Way , and questioned whether he might also <br /> be subject to further improvement costs on his <br /> property if Jefferson Avenue improved in the <br /> future . <br /> Slide shown of property involved , indicating access to Lots 42 and 41 was <br /> obtained only by an easement through Lot 45 . Topography of lots discussed <br /> pointing out that access on Jefferson practically impossible to both lots <br /> because of steep rise . Councilman Petersen questioned , because of his own <br /> inspection of this property , whether Mr . Frank could be given assurance <br /> that he would not be subject to additional improvement costs if he is as - <br /> sessed now for a full share of the improvement costs for Bel Air Way , when <br /> and if Jefferson Avenue improved . He suggested possibility of a one foot <br /> non-access strip being applied to the frontage on Jefferson Avenue to pre - <br /> clude inclusion in future improvement costs along that frontage . <br /> Attorney for the District , Robert J . Costello , explained that spread of <br /> costs in an assessment district such as this in initial stages is based on <br /> rEp 10 t4 <br />
