M . <br /> Pledge of Allegiance led by Councilman Henderson . <br /> Invocation led by Reverend John B . Haverland , St . Peter ' s Episcopal Church . <br /> ON ROLL CALL the following were noted present : Councilmen Dixon Arnett , Mary W . Hender - <br /> son , Paul C . Keckley , John S . Rosselli , Ray A . Weymouth , Mayor Robert H . Bury , and <br /> City Clerk Helen C . Moore . Councilman Herbert G . Petersen noted absent ( entered <br /> the meeting at 7 : 35 P . M . ) Also noted present were City Manager Howard C . Ullrich , <br /> City Attorney David E . Schricker , Assistant City Manager Henry V . Burget , Acting <br /> Deputy Police Chief Joel Mansfield , Fire Chief J . L . Lodi , Director of Public Works <br /> J . Louis Scherer , Auditor -Accountant Jack Ference , Planning Director Ken Schroeter <br /> ( entered the meeting at 8 : 30 P . M . ) and Deputy City Clerk Marian McCrindle . <br /> Councilman Weymouth moved to approve Minutes of Regular Meeting of March 10 , 1969 , as <br /> mailed , seconded by Councilman Keckley and carried . <br /> BID OPENING , Bel Air Way Improvement District. The following bids were received : <br /> Wenrick and Associates $ 9 , 967 . 00 <br /> Piombo Corp . 13 , 213 . 56 <br /> Councilman Rosselli moved to refer the bids to Attorney for theDistrict and Director <br /> of Public Works for checking and repeat back with a recommendation , seconded by <br /> Councilman Henderson and carried . <br /> Councilman Petersen entered the meeting at 7 : 35 P . M . <br /> Continued PUBLIC HEARING , Laurel Way Annexation declared open . It was noted this public <br /> hearing had been continued several times previously to allow time for one of the <br /> property owners to solve problems of access , title , etc , No further communications <br /> were reported as having been received since the previous public hearing . <br /> Mr . Henry Miller , 622 Vista Drive , owner of Portion Lot 5 , <br /> Block 29 , Oak Knoll Manor , reported that his negotiations <br /> had not as yet cleared through the title company and requested <br /> that this public hearing be again continued to April 7th . <br /> Councilman Weymouth moved to continue this public hearing to April 7 , 1969 , <br /> as requested , seconded by Councilman Rosselli and carried ( MINUTE ORDER #69 -45 ) <br /> Councilman Arnett moved to adopt RESOLUTION NO , 5935 APPROVING AND AUTHORIZING EXECUTION <br /> OF AGREEMENTS FOR RIGHT OF WAY APPRAISALS AND NEGOTIATION SERVICES IN CONNECTION <br /> WITH MIDDLEFIELD ROAD WIDENING , seconded by Councilman Henderson . <br /> Staff reported agreements proposed with J . Warren Fox and Marvin Casalina , Appraisers , <br /> provide for appraisal of the necessary rights of way for the construction of improve - <br /> ments on Middlefield Road from Chestnut to Main Street , Motion carried on roll call <br /> vote . <br /> Councilman Arnett moved to adopt RESOLUTION NO . 5936 APPROVING AND AUTHORIZING EXECUTION <br /> OF AGREEMENT WITH DONALD FRANCIS HAINES -ZAVEN TATARIAN & ASSOCIATES FOR ARCHITECTURAL <br /> SERVICES ( CIVIC CENTER COMPLEX ) seconded by Councilman Henderson . <br /> City Manager ' s report to Council outlined the provisions of the agreement author - <br /> ized by Council for these services covering preparation of schematic designs , design <br /> development documents , construction documents and construction administration for <br /> the Civic Center complex . City Attorney advised there had been non - substantive minor <br /> changes made in the agreement as of this date , resulting from further discussions <br /> with the architects . In reply to questions of architects ' fee , City Manager ad - <br /> vised it was important to note compensation of 8 . 24% of construction costs was <br /> derived directly from the AIA scale . Motion carried on roll call vote . <br /> BID OPENING , Liquid Chlorine for period April 1 , 1969 -June 30 , 1970 . The following bids <br /> were received : <br /> Georgia -Pacific Corp . $75 . 22 per ton <br /> Jones Chemical Co . 76 . 99 " " <br /> Continental Chemical 104 . 44 i' " <br />
